PCR2013022 RESOLUTION #P.C. 022-2013 APPROVAL OF LIGHTING PLAN FOR PARK ARTHUR LOCATED IN THE NE ¼ OF SECTION 4 (MARTIN DRIVE / TAX KEY NO. 2173.993) WHEREAS, Plan Commission approved the site plan for Park Arthur in the years past and said approvals included various recreation fields, paths, pavilions, lighting, etc., and WHEREAS, The planning and development for Park Arthur is now in the hands of the Parks and Recreation Board unless substantial changes that warrant Planning Commission approval are required. W HEREAS, One item that requires Planning Commission approval before proceeding is in relation to the proposed recreation facility lighting plan for Park Arthur, and WHEREAS, The Park Arthur photometric plan shows foot-candle bleeding of light of greater than the usual city standard of 0.5 footcandles at the adjoining private property lines will occur, and WHEREAS, Section 18.04 of our Zoning Ordinance does allow for this 0.5 foot-candle requirement to be exempt for outdoor recreation uses when approved by Planning Commission, and WHEREAS, Park’s staff has acquired written confirmation from the adjoining owner that the light bleeding is of no issue to them, and WHEREAS, Park’s staff will have all lighting on timers. Lighting on the sled hill will automatic ally turn off at 9:45 pm and a couple small lights will stay on until 10 pm when everything will shutoff automatically, and WHEREAS, The ball fields are allowed by the Park and Recreation Board to stay on until 10 pm but typically will be off around 9:30 pm and any times past 10 pm for the ball fields will need prior Board approval along with neighbor signoff, and WHEREAS, The light bleeding is not in an area where any residence exists. THEREFORE BE IT RESOLVED, That the Plan Commission approves the lighting plan for Park Arthur.
