APPROVAL OF CONSTRUCTION CONTRACT FOR
WETLAND RESTORATION REPAIR AND WELL DECOMMISSIONING
AT ENGEL CONSERVATION AREA
WHEREAS, In 2005 the City of Muskego enrolled a 67-acre portion of drained
agricultural wetlands at Engel Conservation Area into the United States Department of
Agriculture (USDA) – Natural Resources Conservation Services (NRCS) “Wetlands
Reserve Program.” At that time, NRCS paid for and completed all of the restoration
work and also paid the City approximately $137,000.00 for an easement to preserve the
wetlands in perpetuity. The project restored wetland habitat and also created an
embankment upon which a hiking trail could encircle the wetland ponds; and
WHEREAS, It was recently discovered that portions of the embankment and the outlet
structure are in need of repair. Earlier this year, NRCS developed a project to complete
the necessary repairs. NRCS has since bid the project and selected a contractor who
will complete the project for $18,200.00 with the cost covered by NRCS; the City will
pay the contractor upfront and be reimbursed in a timely manner by USDA-NRCS; and
WHEREAS, Staff have recommended that the City enter into a contract with USDA-
NRCS to complete the project at no cost to the City; and
WHEREAS, The Finance Committee has reviewed the attached Contract and
recommended approval to the Common Council.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve
the Conservation Program Contract for Agricultural Conservation Easements between
the City of Muskego and the USDA –NRCS.
BE IT FURTHER RESOLVED That the Mayor is hereby authorized to sign the Contract
and the City Attorney is authorized to make substantive changes to it as may be
necessary in order to preserve the general intent thereof.
