CCR2013002-Job Description-GIS PlannerPlanner GIS 1810 City of Muskego Position Description Name: Department: Community Development Department Position Title: GIS Planner Pay Grade: FLSA: N Date: Reports To: Community Development Director 2013 Salary Scale: Min: $56,208; Mid. $64,077; Max: $73,048 Purpose of Position The purpose of this position is to provide a broad range of planning functions and support, including zoning ordinance administration and enforcement along with a high level of geographic information support to citizens, staff, and elected officials. This position sees a 50/50 split between planning related duties to GIS/Web development duties. Primary duties include land information management, city website maintenance, GIS programming knowledge, comprehensive planning, and assistance with tasks assigned to the Department. The work is performed under the direction of the department’s Director in a full-time role with direct interaction with the City’s Information Systems Director as required. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all -inclusive. Other duties may be required and assigned. Provides zoning reviews in conjunction with permit applications. Researches and applies Comprehensive Plan and zoning ordinances. Oversees correspondence regarding zoning enforcement, planning, site plan review, violations and design matters. Review development plans, construction drawings, site plans, documents, technical studies, maps and reports for compliance with Comprehensive Plan, codes, ordinances and state law. Advises the builders, developers and the public, in preparation and filing a variety of applications such as zoning changes, variance applications, permits, tract approval, site plans, design review, residential development use permits and other development related services.; receives and reviews applications for completeness and assures compliance with standards, policies and regulations. Enforces zoning ordinance under the guidance of the Community Development Director. Assists, advises, counsels and guide applicants through zoning process. Assists Community Development Director with implementation of various Economic Development Projects Develops and maintains citywide and department specific interactive mapping web based GIS applications. Coordinates GIS activities and communications between city departments and external partners. Planner GIS 1810 Develops integrated GIS solutions to improve efficiencies within and between city departments. Maintains and develops city GIS layers, datasets, and workflows. Prepares and maintains electronic and hardcopy maps. Undertakes special projects which require the use and analysis of GIS data. Assists in providing support for geographic information system users. Provides web update, design and support for Department as needed. Records violation information and compiles case history for possible legal action. Performs field inspections to verify land information and form accurate representations of physical and man -made environments. Maintains knowledge of urban planning information sources, research techniques and zoning. Assists in preparation and presentation of information for Common Council, Plan Commission, Community Development Authority and other City Boards, Committees, advisory groups, and Commissions under the direction of the Community Development Director. Prepares forms, including permits and applications. Analyzes studies and plans. Designs, administers and analyzes community surveys under the direction of the Community Development Director. Assists with the development of resolutions and ordinances. Attends and participates in public meetings as needed. Additional Tasks and Responsibilities While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Assists staff with technical, physical and non-technical tasks. Assists landowners in completing permit applications. Perform digitizing and data input tasks required for map and database development. Participates in on-going training. Assists in developing and updating forms and procedures. Answers telephone. Distributes mail. Performs drafting and designs for commissions and boards. Files documents. Planner GIS 1810 Photocopies, collates, and prints materials. Minimum Training and Experience Required to Perform Essential Job Functions Bachelor’s degree in Urban Planning, Geography or related field, two or more years urban or regional planning experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. AICP certification is preferred or application and certification is desired once qaulified. Valid Wisconsin motor vehicle operator’s license required. CAD and GIS experience required, with prior experience in AutoDesk and ESRI platforms preferred. GIS experience with the ESRI software platform is required. Ability to communicate orally and in writing with elected and appointed City officials, Building Inspectors, Assessor Department personnel, Planning personnel, landowners, developers, engineers and the general public. Mathematical Ability Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basic descriptive statistical reports. Judgment and Situational Reasoning Ability Ability to use functional reasoning in performing influence functions such as supervising and managing. Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria. Physical Requirements Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments, such as motor vehicle, drafting instruments, scales, tape measure, computer terminal, typewriter, calculator/adding machine and telephone. Ability to coordinate eyes, hands, feet and limbs in performing slightly-skilled movements such as typing. Planner GIS 1810 Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling. Ability to sustain prolonged visual concentration and stand for long periods of time. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes and textures associated with job-related objects, materials and tasks.Environmental Adaptability Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as is minimal and poses little to no risk of injury.
