APPROVAL OF A MONUMENT SIGN AND A MASTER SIGN PROGRAM FOR THE
JANESVILLE RETAIL CENTER LOCATED IN THE NE ¼ OF SECTION 10
(JANESVILLE ROAD / TAX KEY NO. 2199.999.063)
WHEREAS, On October 31, 2005 monument sign plans and a master sign program were
submitted by Pinnacle Construction for the Janesville Retail Center located in the NE ¼ of
Section 10 (Janesville Road / Tax Key No. 2199.999.063), and
WHEREAS, Said property is currently zoned B-4/OWP Highway Business District with a
Wellhead Protection Overlay District, and said use is a permitted use within this zoning district,
and
WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s
Downtown Design Guide, General Design Guide, and Redevelopment District #2 Plan, and
WHEREAS, The petitioner received Plan Commission approval for a retail convenience center as
per Resolution #P.C. 061-2005. and the resolution required the following that due to this being a
group of businesses, signage specifications should be derived by the building owner and
presented to the Plan Commission to ensure Downtown Design Guide compliance in the future
when tenants begin to lease space, and
WHEREAS, The Master Sign Program requires the following:
• 1 sign per storefront is allowed for each business and shall be limited to the store
name only,
• The size of each sign is required to meet City of Muskego requirements, which is
equal to 5% of the leased front building elevation area,
• Signs must be internally luminated with 13MM neon tubing or LED bulbs and 60
M.A. transformers. Any outside or front lighting of signage is prohibited,
• The material of letter faces must be 3/16” white lexan for center conformity,
• Letters are to be made of minimum .040 aluminum returns with finished painted
PMS trimmed with one-inch (1”) trim around the lexan edge. All aluminum
surfaces inside letters will be painted white,
• Colors of signs are determined by the individual owners and corporate colors are
permitted,
• The following types of signs permitted are:
1. Raceway Mounted
2. Script “signatures”
3. Individual “cut-out” block letter as long as it doesn’t constitute a box sign,
• The following types of signs are prohibited:
1. Individual mounted signs
2. Interior and exterior flashing, rotating, and/or moving signs
3. Box signs,
• Loading Door signs are allowed: No signs or lettering shall be painted directly on
the service doors, but stores having rear service doors on loading courts or
service corridors shall provide a standard sign for these doors, consisting of
Tenant’s trade name in 1½” white Helvetica vinyl letters centered on the door on
a vertical line 5’ above the bottom of the door. No other type or design is
permitted, and
WHEREAS, The previously approved BSO plan gave approvals for the location of the monument
sign and landscaping of the base of the sign, and
WHEREAS, The monument sign is to be a height of 10’ measured from grade to the ornamental
peak and Code allows a sign to be 7 feet at the property line and it may increase in height at a
rate of 1 foot for every two feet of additional setback, thus the sign is conforming in height, as it
will be 10 feet from the Janesville Road right-of-way, and
WHEREAS, 10 tenant spaces for signage are found within interior of the sign with each
measuring approximately 3.75 square feet (1’ x 3’9”), and
WHEREAS, A main sign noting the “Janesville Retail Center” is found on the top of the signage
measuring approximately 16 square feet, and
WHEREAS, Actual signage totals approximately 53.5 square feet and Code allows a sign of 30
square feet by right with 1 additional square foot allowed for each 10 feet of frontage after the first
50 feet of frontage, thus the sign is conforming in square footage, as the frontage for the parcel is
over 300 feet which allows over 55 square feet of sign area, and
WHEREAS, The Downtown Design Guide promotes all signage to be amply landscaped and in
unity with the design of the building using similar colors and materials, and the proposed sign
appears to meet these requirements.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of the monument sign
plan and master sign program submitted by Pinnacle Construction for the Janesville Retail
Center located in the NE ¼ of Section 10 (Janesville Road / Tax Key No. 2199.999.063).
BE IT FURTHER RESOLVED, That the sign plans are approved as submitted and a copy of said
plans are kept on file in the Building Department and that all aspect of this plan shall be
maintained in perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this
resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or
both.
