PCR2005131aAMENDED RESOLUTION #P.C.131a-2005 APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR TWO (2), TWO-FAMILY RESIDENTAIL STRUCTURES LOCATED IN THE SE ¼ OF SECTION 3 (LOTS 3 & 8 OF NORTHFIELD GREEN / TAX KEY NOS. 2172.013 & 2172.018) WHEREAS, On October 28, 2005 plans were submitted by RJM Builders for a Building, Site and Operation Plan for two (2), two-family residential structures located in the SE ¼ of Section 3, and WHERESAS, On November 28, 2005 revised plans were submitted, and WHEREAS, Said property is currently zoned RSA Attached Single Family Residence District and said use is a permitted use, and WHEREAS, Said parcel will be serviced by public sewer and water facilities, and WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s General Design Guide and the Moorland South Design Guide, and WHEREAS, The petitioner requests approval for two (2), two-family ranch dwellings on Lots 3 & 8 of the Northfield Green Subdivision, and said structures appears to meet the requirements of the zoning ordinance in accordance to the setbacks and offsets of the site, and WHEREAS, The Moorland South Design Guide promotes structures to utilize Craftsman or Prairie Style influences, and WHEREAS, Said structure is proposed to be constructed with exterior materials which include Irish Cream Inca Gold colored brick, a brick ledge, Navajo BeigeSail Cloth or Navajo Beige colored hardiplank siding with Autumn Tan or Khaki Brown trim, Sandstone BeigeAutumn Tan or Khaki Brown hardiplank Shake, and Weatherwood colored dimensional asphalt shingles, and WHEREAS, Said structure includes architectural elements including lower pitched roofs, tapered columns, shake material in the gables, decorative paneling with louvers within the front gable, and prairie style windows, and the elements appear to meet the intent of the Moorland South Design Guide for craftsman style architecture, and WHEREAS, Additional craftsman elements have been added including 2-foot roof overhangs, louvers (on the gable ends) on all four sides of the building, elimination of the eyebrow roofs, and exposed decorative roof beams on the gable ends, and WHEREAS, The percentages of masonry products have increased to 25% on the front elevation, 33% and 24% on the side elevations, and 38% on the rear elevation, and WHEREAS, The parking will be handled by two-car attached garages and concrete/asphalt driveways with room for at least two (2) additional guests, and WHEREAS, A landscaping plan has been submitted and needs a few minor adjustments. THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted by RJM Builders for two (2), two-family residential structures located in the SE ¼ of Section 3. BE IT FURTHER RESOLVED, That a revised landscape plan must be submitted and approved by the City Forester before building permits are released. BE IT FURTHER RESOLVED, That the approval is subject to any architectural or material additions that the Planning Commission may require and those would have to be reviewed and approved by the Planning Department before the issuance of building permits. BE IT FURTHER RESOLVED, The percentages of masonry products proposed are sufficient because of the increased craftsman elements. BE IT FURTHER RESOLVED, That there needs to be a greater degree of color difference than proposed, between any structures that are next to each other and these will have to be reviewed and approved by the Planning Department before the issuance of building permits. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, or cashiers check equal to twice the value of said costs must be submitted to the Planning Department. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
