PCR2005118RESOLUTION #P.C.118-2005 APPROVAL OF AN AMENDMENT TO A BUILDING SITE AND OPERATION PLAN FOR OLSON’S OUTDOOR POWER EQUIPMENT LOCATED IN THE SE ¼ OF SECTION 17 (TAX KEY NO. 2228.999.016 / S83 W19021 SATURN DRIVE) WHEREAS, On September 7, 2005 plans were submitted by Greg Olson for a Building, Site and Operation Plan amendment for a property located in the SE ¼ of Section 17 (Tax Key No. 2228.999.016 / S83 W19021 Saturn Drive), and WHEREAS, Said use is a permitted use in the I-1, Industrial Park District by right with the approval of a Building, Site and Operation Plan, and WHEREAS, The petitioner previously was approved by the Planning Commission for the Power Equipment business and miscellaneous site and building improvements as per Resolution #P.C. 60-2005, and WHEREAS, The petitioner now wishes to change the site further by adding a covered structure to the formally approved fenced in storage area on the rear of the site, and WHEREAS, Previously the Planning Commission approved an 18,000 sq. ft. area for outdoor storage that was to be fenced in with chain linked fencing with privacy slats and the petitioners would now like to add an open air roofed storage facility over this 18,000 sq. ft. outdoor storage area, and WHEREAS, The covered structure would have end walls on the west and east facades which would be metal siding matching the existing principal structure while the roof would also be metal, matching the principal structure, and WHEREAS, The north and south facades of the covered structure would be open air with studs placed every 9.5 feet and the chain linked fence with privacy slats will still be included on the open air north and south facades, and WHEREAS, The new site plan shows the new asphalt on the approach and parking area that was previously approved, although omits the portion of asphalt that was to go from the approach to the outdoor storage area, and WHEREAS, Stormwater facilities may be needed since the added impervious surface may be more than half an acre, per the City Engineering Department. THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amended Building, Site and Operation Plan for Olson’s Outdoor Power located in the SE ¼ of Section 17 (Tax Key No. 2228.999.016 / S83 W19021 Saturn Drive). BE IT FURTHER RESOLVED, That any new signage will require Plan Department and/or Plan Commission approval. BE IT FURTHER RESOLVED, That the area between the approach/parking lot to the outdoor storage area must still be asphalted as per the previously approved plans to avoid tracking issues and this asphalt must be calculated towards the stormwater management calculations. BE IT FURTHER RESOLVED, The City Engineering Director has expressed that there is capacity in the Industrial Park system and stormwater calculations will need to be delivered to the Engineering Department and the Public Works Committee to approximate the developer buy-in to the system before any new development occurs if the calculations show that more than a half an acre of impervious surface area is being added. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
