RECOMMENDATION OF APPROVAL OF A PRELIMINARY PLAT FOR THE OAKRIDGE GLEN
SUBDIVISION LOCATED IN THE NE ¼ & SE ¼ OF SECTION 3
(MARTIN DRIVE / TAX KEY NO. 2169.987)
WHEREAS, On August 9, 2005 a preliminary plat was submitted by Wayne Borchardt for the Oakridge
Glen Subdivision located in the NE ¼ & SE ¼ of Section 3, and
WHEREAS, Said plat proposes 63 lots and 3 outlots consisting of 44 lots for single-family use and 19
lots for two-family use, and
WHEREAS, Outlot 1 is for woodland protection purposes, Outlot 2 is for stormwater management
purposes and Outlot 3 is for future institutional development use purposes, and
WHEREAS, The area of the proposed development is zoned RS-2 Suburban Residence District,
RSA Attached Single-Family District, and RSA/OIP Attached Single-Family District with an
Institution and Public Service Overlay District to RS-2 Suburban Residence District which require
a minimum lot size of 20,000 square feet and minimum width of 110 feet in the RS-2 District and
10,000 square feet a unit for the RSA parcels and said lots meet these zoning requirements, and
WHEREAS, The development is dependent on the rezoning line realignment as per Resolution #P.C.
096-2005, and
WHEREAS, The plat does contain high acquisition priority conservation lands mostly contained in
Outlot 1 and the Conservation Commission reviewed the plat and recommended that Lots 32-34 be
included in Outlot 1 and that a Preservation Easement be put on the Outlot and all other undisturbed
wooded portions of the plat, and
WHEREAS, The plat shows preservation easements over many of the identified wooded areas of the
plat, and
WHEREAS, The 2003-2007 Plan does not identify the property for City acquisition although the
Park Board did vote at their June, 2005 meeting to adopt new trail recommendations as part of
their Park and Open Space Plan and amendments included a trail along Martin Drive, and
WHEREAS, The main road leading into the subdivision is of a long length and Public Safety staff has
recommended traffic calming devices along this roadway, and
WHEREAS, The Plan Commission has found that the plat is consistent with the adopted 2010 Plan
and the 2010 Street System Plan, and
WHEREAS, Said parcels will be serviced by City sewer and water, and
WHEREAS, Stormwater management will be accommodated within Outlot 2.
THEREFORE BE IT RESOLVED, That the Plan Commission recommends, approval to the Common
Council of a 63 lot Preliminary Plat for the Oakridge Glen Subdivision, located in the NE ¼ & SE ¼ of
Section 3 and will be receptive to the submittal of a final plat, subject to resolution of technical
discrepancies as identified by the City Planning Department and City Engineers, and payment of all
applicable fees in Section 18.14 of the Land Division Ordinance and outstanding assessments if
applicable.
BE IT FURTHER RESOLVED, That the Conservation Committee must review the Final Plat before
approvals and that a tree survey should be delivered to the City Forester for all disturbed wooded
areas on the plat so the Conservation Commission can make final determinations regarding Lots 32-
34.
BE IT FURTHER RESOLVED, That Preservation easements should cover as much of the plat as
possible and larger and additional preservation easements shall be included on Lots 11-14, 21-23 and
31.
BE IT FURTHER RESOLVED, That the northern most court abutting the future business park lands
shall have extra dedications in order to preserve the tree line that exists and the construction plan
approvals shall show the grading and paving of the court south of this tree line.
BE IT FURTHER RESOLVED, That the Plan Commission, upon recommendation from Public Safety
staff, recommends that a traffic calming device be installed by the developer at the intersection leading
into the two-family parcels in order to breakup the long stretch of street and that the City’s Engineering
consultants make the appropriate recommendation.
BE IT FURTHER RESOLVED, The construction plans shall show a trail along Martin Drive as
recommended by the Park Board and the upcoming amendments to the Park and Open Space
Plan.
BE IT FURTHER RESOLVED, That Lots 1-4 show the additional street side setbacks on the plat from
Oakhill Trail and Martin Drive.
BE IT FURTHER RESOLVED, That Lot 1 shows no access from Martin Drive.
BE IT FURTHER RESOLVED, That Lots 40, 48, 50 and 51 must be less than 30,000 square feet in
order to limit the lots to the proposed 2-units per parcel as the zoning ordinance would otherwise allow
more units on Lots 40, 48, 50 and 51.
BE IT FURTHER RESOLVED, That a digital file of this Plat shall be submitted to the City in
accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
