PCR2005084RESOLUTION #P.C.084-2005 APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR WAUKESHA STATE BANK LOCATED IN THE SW ¼ OF SECTION 2 (JANESVILLE ROAD / TAX KEY NO. 2167.995.013) WHEREAS, On July 8, 2005 plans were submitted by Stephen Perry Smith Architects for a Building, Site and Operation Plan for Waukesha State Bank located in the SW ¼ of Section 2, and WHEREAS, Said property is currently zoned B-3/OPD General Business District with a Planned Development Overlay District and said use is a permitted use, and WHEREAS, Said parcel will be serviced by public sewer and water facilities, and WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s Moorland South Design Guide, and WHEREAS, The petitioner requests approval for a 5,517 square foot bank on Janesville Road, and said structure appears to meet the requirements of the zoning ordinance in accords to the setbacks, offsets, open space, and floor area ratios of the site, and WHEREAS, The request does not incorporate additional measures usually requested under the OPD Planned Development zoning and no substantial change hearing is needed, and WHEREAS, The height of the structure is limited to 30 feet by the current zoning and the structure meets this requirement, and WHEREAS, The Moorland South Design Guide promotes structures to utilize Craftsman or Prairie Style influences and the proposed appears to meet the intent of the guide, and WHEREAS, Said structure is proposed to be constructed with exterior materials which include a limestone base, cap, and sills, E.I.F.S., champagne colored aluminum framed windows and doors with solar green tinted glass, and a standing seam copper metal roof, and WHEREAS, Said structure includes architectural elements such as large tinted windows with framed designs, altering rooflines, and diverse use of materials, and all the elements appear to meet the intent of the Moorland South Design Guide for prairie style architecture, and WHEREAS, The building elevations shows colors that will compliment each other, consistent with the Moorland South Design Guide, and WHEREAS, All Building mechanicals, including HVAC units, are not shown but will be screened, and WHEREAS, 55 parking stalls are shown with three being handicap, and said parking stalls meet the requirements for the new structure proposed of at least 1 stall per 200 square feet of customer floor area, and WHEREAS, The parking lot will be curbed throughout and the parking stalls all are shown as 20 feet by 10 feet, and WHEREAS, Pedestrian access areas are found throughout the site and a connection is found to the existing recreation trail along Janesville Road and this element is promoted in the Moorland South Design Guide, and WHEREAS, Vehicular access is depicted to be utilized off of Princeton Drive with two entrances with one lining up to the future Penn Lane right-of-way, and WHEREAS, The Moorland South Design Guide promotes cross-access between adjoining properties and cross-access is shown on the western border of the site to the existing Aldi Foods site, and WHEREAS, A signage area is found on the site plan abutting Janesville Road although no signage detail is depicted at this time and any signage will need approval of the Planning Department, and WHEREAS, Lighting specifics are not part of the BSO although the building elevations note wall sconce light fixtures, and WHEREAS, A photometric plan is not part of the BSO and one will be needed, and WHEREAS, A landscaping plan has not been submitted and will be needed, and WHEREAS, Stormwater will be utilized off-site at an existing pond that is sufficient for the development, and WHEREAS, A dumpster enclosure is proposed to house all refuse containers on the northwest corner of the site along the main access way from Janesville Road, and said enclosure is proposed to be constructed with materials and colors compatible with the design of the building and the location of the refuse container may need to be altered, and WHEREAS, The proposed development is within Redevelopment District #2 and the Community Development Authority has reviewed and approved the development as submitted at their July 12, 2005 meeting recommending that the dumpster enclosure be moved to the southern portion of the property to the satisfaction of the Planning Department and the Planning Commission. THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted by Stephen Perry Smith Architects for Waukesha State Bank located in the SW ¼ of Section 2. BE IT FURTHER RESOLVED, That lighting specifics and a photometric plan shall be submitted and approved by the Planning Department before building permits are released and the concrete base of any light pole shall be no more than 6” above grade and that any light pole cannot exceed 15-feet in height. BE IT FURTHER RESOLVED, That the refuse enclosure be moved to just south of the 8 parking stalls on the west area of the site within the existing green space area and that the refuse enclosure be turned so the enclosure doors face the proposed bank and the architectural walls of the enclosure face the existing residential development to the south. BE IT FURTHER RESOLVED, That all light poles should considerably match the zero- degree high pressure sodium light poles found in the adjacent commercial sites. BE IT FURTHER RESOLVED, That the landscape plan shall be submitted and approved by the City Forester before building permits are released. BE IT FURTHER RESOLVED, That a fence will be needed along any retaining wall exceeding 4 feet in height as per the Engineering Department and this fence should be a black aluminum ornamental fence if needed. BE IT FURTHER RESOLVED, That all roof top mechanicals shall be screened from view. BE IT FURTHER RESOLVED, That any additional signage will require Plan Department approval. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, or cashiers check equal to twice the value of said costs must be submitted to the Planning Department. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
