PCR2005076RESOLUTION #P.C. 076-2005 RECOMMENDATION OF APPROVAL OF A PRELIMINARY PLAT FOR WOODLAND CREEK ESTATES II LOCATED IN THE NE ¼ OF SECTION 20 (RACINE AVENUE / TAX KEY NO. 2237.994) WHEREAS, On May 27, 2005 a preliminary plat was submitted by Towne Realty for Woodland Creek Estates II located in the NE ¼ of Section 20, and WHEREAS, Woodland Creek Estates II is an addition to the approved preliminary plat of Woodland Creek Estates Subdivision, and WHEREAS, Said plat proposes 17 single-family lots ranging from approximately 18,000 square feet to 22,000 square feet and three (3) outlots for stormwater and conservation purposes, and WHEREAS, Said property is zoned RS-2/OPD Suburban Residence District with a Planned Development Overlay District contingent on Final Plat approval, which requires varying lot sizes around 20,000 square feet and minimum widths of 110 feet, and said proposed plat appears to meet these requirements, and WHEREAS, The OPD zoning district allows for increased flexibility within the underlying zoning requirements and said plat appears to incorporate decreased lot sizes and widths that closely represent the requirements of the RS-2 district, and WHEREAS, Said property is shown on the 2010 Land Use Plan as Agriculture and Open Space and has an amendment approved by the Common Council to Medium Density Residential contingent on Final Plat approval, and said proposed plat appears to meet all requirements, and WHEREAS, The Plan Commission has found that the plat is consistent with the adopted 2010 Plan, the Conservation Plan, the adopted 2003-2007 Park and Open Space Plan, and the 2010 Street System Plan, and WHEREAS, The Conservation Commission recommended approval of the plat subject to having land made available for a trial connection to the Engel Conservation area to the west of the plat and subject to a tree analysis being performed on Lots 62-68 to have smaller building envelopes on said lots, and WHEREAS, Park Board recommended approval accepting Park Dedication Fees for the newly proposed lots, and WHEREAS, The Plan Commission has found that the plat is consistent with the adopted 2010 Plan, the Conservation Plan, the adopted 2003-2007 Park and Open Space Plan, and the 2010 Street System Plan, and WHEREAS, Said parcels will be serviced by City sewer and water, and WHEREAS, Stormwater management will be accommodated on-site. THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval to the Common Council of a 17 lot Preliminary Plat for Woodland Creek Estates II located in the NE ¼ of Section 20 and will be receptive to the submittal of a final plat, subject to resolution of technical discrepancies as identified by the City Planning Department and City Engineers, and payment of all applicable fees in Section 18.14 of the Land Division Ordinance and outstanding assessments if applicable. BE IT FURTHER RESOLVED, That a digital file of this Plat shall be submitted to the City in accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
