APPROVAL OF A MOUMENT SIGN AND WALL SIGNS
FOR RICHLONN’S TIRE LOCATED IN THE SW ¼ OF SECTION 9 AND THE NW ¼ OF SECTION
16 (S78 W18755 JANESVILLE ROAD / TAX KEY NO. 2195.981)
WHEREAS, On April 28, 2005 plans were submitted by Richlonn’s Tire for one monument sign
and three Wall Signs for Richlonn’s Tire and Sindic Motor Sales located at S78 W18755
Janesville Road (Tax Key No. 2195.981), and
WHEREAS, The monument sign is proposed to be composed of five signage sections totaling 65
square feet, and
WHEREAS, The sign will be located on the corner of Janesville Road and Racine Avenue outside
of the 60-foot vision triangle, and
WHEREAS, One 15.87 square foot section of the monument sign is proposed to have an
electronic message board that will be lit with LED’s of an amber color with two lines of copy of 9.5
inches in height each, and
WHEREAS, The property is zoned B-4 Highway Business District and said monument signage
conforms with the requirements of Section 6.09 of the Zoning Ordinance and requires Plan
Commission approval prior to the issuance of a building and zoning permit, and
WHEREAS, There is no detailed landscaping shown on the site plans for the monument sign, and
WHEREAS, Two 24 square foot internally luminated signs are found on the west elevation and
one 46.5 square foot collaboration of internally luminated signs are found on the north elevation,
and
WHEREAS, The property allows 5% of a building elevation to be utilized for signage, and
WHEREAS, The western elevation has just over 1050 square feet of elevation space allowing 50
square feet of signage and the northern elevation has just over 2650 square feet of elevation
space allowing 132 square feet of signage, and
WHEREAS, The property is zoned B-4 Highway Business District and said wall signage conforms
with the requirements of Section 6.09 of the Zoning Ordinance and requires Plan Commission
approval prior to the issuance of a building and zoning permit.
THEREFORE BE IT RESOLVED, That the Plan Commission approves the one monument sign
and three wall signs for Richlonn’s Tire, located at S78 W18755 Janesville Road (Tax Key No.
2195.981).
BE IT FURTHER RESOLVED, That a landscape plan will need to be submitted for the area
around the base of the monument sign according to the General Design Guide before the sign
permits can be release.
BE IT FURTHER RESOLVED, That the actual location of the monument sign be delivered to the
Planning Department before installation to ensure the sign is outside the vision triangle for
Janesville Road and that the appropriate setback is incorporated.
BE IT FURTHER RESOLVED, That the LED reader board will only change once daily and that
the messages cannot be scrolling or animated.
BE IT FURTHER RESOLVED, That signage specifications for this property may be
needed/required in the future if the property is redeveloped or additional tenants are added in
order to assure the site has consistent signage that does not damage the cohesiveness of the
area.
BE IT FURTHER RESOLVED, That the sign plans are approved as submitted and a copy of said
plans be kept on file in the Building Department and that all aspect of this plan shall be
maintained in perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this
resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or
both.
