APPROVAL OF BUILDING SITE AND OPERATION PLAN FOR G AND G SPECIALIZED
CARRIERS LLC AT THE PROPERTY LOCATED IN THE NE ¼ OF SECTION 17
(APOLLO DRIVE / TAX KEY NO. 2225.999.011)
WHEREAS, Plans were submitted on May 27, 2005 by Walter Tesch for a new Building, Site and
Operation Plan for G and G Specialized Carriers at the property located in the Muskego Industrial
Park in the NE ¼ of Section 17 (Apollo Drive / Tax Key No. 2225.999.011), and
WHEREAS, The petitioner is proposing a 14,300 square foot industrial building, and
WHEREAS, Said property is currently zoned I-1 Industrial Park District, and said use is a
permitted use, and
WHEREAS, The proposal appears to conform to the bulk requirements of the zoning district, and
WHEREAS, The adopted Conservation Plan does not outline the area for acquisition or
management initiatives, and
WHEREAS, The adopted 2003-2007 Park and Open Space Plan does not propose acquisitions
in the area, and
WHEREAS, The proposal is consistent with the 2010 Street System Plan, and
WHEREAS, Said parcel will be serviced by municipal sanitary sewer and municipal water, and
WHEREAS, The property is subject to Chapter 34 of the Municipal Code, and stormwater
management will be provided within the existing Muskego Industrial Park and calculations and
appropriations will be worked out between the City’s Engineering Department and Public Works
Committee, and
WHEREAS, G and G is a specialized trucking business that transports large generator
equipment across the United States, and
WHEREAS, The operating times of the trucking business are from 8 AM to 5 PM 7 6 days a week
with Sundays off and possible emergency operations taking place at times with
trucks generally leaving on Sunday nights and returning Friday mornings, and
WHEREAS, A narrative is not part of the submittal and daily operations of the business and hours
of operation are unknown, and
WHEREAS, The site plan shows that the building will be setup towards the front of the property
well within the setbacks/offsets of the Industrial zoning district which allows minimums of 50 feet
from the front and 15 feet from all sides, and
WHEREAS, Hard surfaced areas on the site are all concrete and due to the heavy truck loads,
only concrete surfaces will withstand the pressures, and
WHEREAS, The site plan shows that there will be ample area for trucks to come and go and
move around within the interior of the site, and
WHEREAS, No area is indicated for outdoor storage as items will be stored within the new
building or on the truck beds, and
WHEREAS, Customer and Employee parking is illustrated as 6 stalls directly in front of the
building and 20 stalls along the southwest property line and the stalls in front of the building are
for customer use and the stalls on the southwest are for employee use and all stalls are shown
as 10 x 20 and are hard surfaced with concrete although the 20 employee stalls lack a hard
surface entry to them, and
WHEREAS, 25 parking “areas” are shown along the western portion of the property for the
uniform parking of truck beds and this area is to be gravel surfaced, and
WHEREAS, The 25 parking “areas” for truck beds are to have a 30 foot setback from the
southwest and west property lines behind existing vegetation, and
WHEREAS, The site will be accessed via one entrance off of Apollo Drive and all trucks and
industrial traffic entering and exiting the Muskego Industrial Park must only use the Industrial
Park entrances only consisting of Mercury Drive, Apollo Drive, Saturn Drive, and Gemini Drive,
and
WHEREAS, The site plan shows areas where planting and grass areas are to be although a
specific landscape plan is not part of the submittal, and
WHEREAS, An area of existing vegetation is shown on the site plan along the west and
southwest property lines and this may have to be enhanced due the industrial property bordering
an existing residential use, and
WHEREAS, The property is bordered by existing vegetation on the north property line, which
then is successively bordered by a bike trail, Janesville Road, a large vegetated berm and then
residential properties and increased landscaping may have to be extended along the northern
border of the petitioned site to aid in screening for bike trail and residential properties to the north,
and
WHEREAS, The building is approximately 20 feet in height and is subject to the General Design
Guide, and the building will be constructed with brown 8” split face concrete block on the base of
the building, brown 4” smooth block around the windows, white 26 gauge metal wall panel, and
white brown 26 gauge metal roof, and the building elevations show that about 65% of the
structure will incorporate a masonry product, and
WHEREAS, The overhead doorways are to be white insulated steel, the windows to be brown
trimmed, and the doorways will be insulated and brown in color, and
WHEREAS, There is no grading and erosion control plans as part of the BSO and those will be
addressed at the time of building permits by the Engineering Department, and
WHEREAS, Stormwater management calculations will be needed by Engineering at the time of
building permits to ensure the appropriate fees are paid to buy into the Industrial Parks existing
stormwater, and
WHEREAS, An ATC transmission line runs through the middle of the property and certain
approvals governing development may be needed by ATC, and
WHEREAS, No lighting is shown for the site and any lighting specifics or photometric plans must
be submitted and approved if lighting is intended in the future, and
WHEREAS, No signage is proposed for the development, and all signage must be approved by
staff or, where complications exist, Plan Commission prior to installation.
WHEREAS, Mechanicals are not illustrated on the plan, but must be screened from view.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and
Operation Plan for Plan for G and G Specialized Carriers at the property located in the Muskego
Industrial Park in the NE ¼ of Section 17 (Apollo Drive / Tax Key No. 2225.999.011).
BE IT FURTHER RESOLVED, The stormwater management, grading, and erosion control plans
must be approved by the City Engineer prior to the release of building permits.
BE IT FURTHER RESOLVED, That the 20 employee parking stalls have at least a 20 foot hard
surfaced area behind them so all vehicles utilizing the stalls will enter and exit on a hard surface
area.
BE IT FURTHER RESOLVED, That the landscape plan shall show the addition of evergreen
trees (With a height of at least 6 feet) every 12 feet along the west property line and this
line of evergreens should be at least 5 10 feet from the truck parking and also extend along the
southwest property line up to the employee parking to aid in sound screening.
BE IT FURTHER RESOLVED, That the landscape plan shall show the continuation of evergreen
trees every 12 feet along the north property line, although due to ATC restrictions, another type of
vegetation may need to be proposed in certain areas along this property line and said
requirement is to appropriately screen the industrial use from the neighboring bike trail and
residential uses.
BE IT FURTHER RESOLVED, All disturbed areas on the site are required to be sodded, and
these areas must be illustrated on the landscape plan.
BE IT FURTHER RESOLVED, A landscaping plan shall be approved by the City Forester prior to
the release of building permits.
BE IT FURTHER RESOLVED, Due to the added concerns of having residential uses abut this
property, Plan Commission would like an annual review to take place at least two times after the
site has been given occupancy within the month of March.
BE IT FURTHER RESOLVED, That no outdoor storage be allowed on the property except for the
truck beds parked in the assigned spaces.
BE IT FURTHER RESOLVED, That no refrigeration trucks, dump trucks, or other trucks that
produce constant noise while stored be allowed on the site to alleviate concerns of noise at
inopportune times.
BE IT FURTHER RESOLVED, That No trucks shall be allowed extended warm-ups to
alleviate concerns of noise at inopportune times.
BE IT FURTHER RESOLVED, Any rooftop mechanicals must be screened from surrounding
view.
BE IT FURTHER RESOLVED, That proof of approvals and contingencies from ATC is delivered
to the Planning Department before the issuance of building permits to ensure that any change
ATC recommends doesn’t substantially affect the site plan.
BE IT FURTHER RESOLVED, That the building materials be all colored in hues of brown
and that the new colors of the building be delivered to the Planning Department at the time
of building permits.
BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building
Department and that all aspect of this plan as they relate to landscape areas and drainage shall
be maintained in perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of
landscaping and/or asphalting, a bond, letter of credit or cashiers check equal to twice the value
of said costs must be submitted to the Planning Department.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this
resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or
both.
