PCR2005040RESOLUTION #P.C. 040-2005 APPROVAL OF FINAL PLAT FOR THE FOREST GLEN SUBDIVISION LOCATED IN THE NE ¼ OF SECTION 10 (BAY LANE DRIVE / TAX KEY NOS. 2198.999 & 2197.998) WHEREAS, On February 3, 2005 a Final Plat of Forest Glen Subdivision was submitted by Carity Land Corp. for the property located in the NE ¼ & NW ¼ of Section 10, and WHEREAS, Said plat proposes 31 lots consisting of 27 single-family lots ranging from 20,000 square feet to 26,000 square feet, and 4 outlots, and WHEREAS, The area of the proposed development is zoned RS-2/OPD Suburban Residence District with a Planned Development Overlay District, which require a minimum lot size of 20,000 square feet and minimum width of 110 feet, however an OPD zoning district does allow for increased flexibility within these requirements and said lots meet these zoning requirements, and WHEREAS, Outlot #4 is predominantly intended for future multi-family development and is zoned RSA/OPD Attached Single Family Residence District with a Planned Development Overlay District and RSM/OPD Multiple Family Residence with a Planned Development Overlay District, and WHEREAS, Said Final Plat substantially conforms to that of the Plan Commission's previously approved Preliminary Plat, under Resolution #P.C. 010-2005, and WHEREAS, The 2010 Comprehensive Plan depicts this area for residential development, and this proposal is consistent with this goal, and WHEREAS, The Plan Commission has found that the plat is consistent with the adopted Conservation Plan, the adopted 2003-2007 Park and Open Space Plan, and the 2010 Street System Plan, and WHEREAS, Said parcels will be serviced by City sewer and water, and WHEREAS, Plan Commission had concerns of the intersection of Bay Lane Drive and Janesville Road in regards to the alignment for safety purposes. THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval to the Common Council of a 31 lot Final Plat for the Forest Glen Subdivision, located in the NE ¼ & NW ¼ of Section 10. BE IT FURTHER RESOLVED, That Street Tree and Landscape Plans shall be approved by the Plan Commission prior to release of Building Permits and a tree inventory needs to be completed in conjunction with the plans for proper site analysis. BE IT FURTHER RESOLVED, That the Plan Commission finds the street intersection of Bay Lane Drive and Janesville Road satisfactory in regards to safety, however additional right-of-way dedication is needed to accommodate the road pavement and bike trail. BE IT FURTHER RESOLVED, That the wetlands should be removed from all residential lots. BE IT FURTHER RESOLVED, That Bay Lane Drive should be removed and the whole right-of- way be named Glen Cove Court. BE IT FURTHER RESOLVED, That this approval is subject to resolution of technical discrepancies as identified by the City Planning Department and City Engineers, and payment of all applicable fees in Section 18.14 of the Land Division Ordinance and outstanding assessments if applicable. BE IT FURTHER RESOLVED, That a digital file of this Final Plat shall be submitted to the City in accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
