PCR2005019AMENDED RESOLUTION #P.C.019-2005 APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR JEANNE AREZINA IN THE SE ¼ OF SECTION 9 (TAX KEY NO. 2196.970 / S76 W17789 JANESVILLE ROAD) WHEREAS, On January 17, 2005 plans were submitted by Jeanne Arezina for a Building, Site and Operation Plan for a property located in the SE ¼ of Section 9 (Tax Key No. 2196.970 / S76 W17789 Janesville Road), and WHEREAS, Said property is zoned B-3 General Business District, and said use is a permitted use by right subject to Building Site and Operation Plan approvals, and WHEREAS, The site currently consists of a two-story structure previously used as a residence and an unattached garage, and WHEREAS, The site layout currently consists of a driveway and landscaped areas, and WHEREAS, The Petitioner proposes to alter the current site by adding a paved parking lot to meet the required off street parking needs and add additional landscaping, and said proposal meets the bulk requirements of the Zoning Code, and WHEREAS, Parking is illustrated with 20 parking stalls that all meet the 10’x20’ requirement, and WHEREAS, 1 space of parking is needed for every 200 square feet of P.F.A. in customer service establishments and 2 parking spaces are needed for each residential unit, and the parking depicted doubles the amount of required spaces, and WHEREAS, There will be curbing added along the structure facing pavement edges although curbing will not be added along the rest of the new lot, and WHEREAS, There will be a pathway that will most likely utilize an ADA ramp added to the front of the structure, and WHEREAS, No changes are being made to the elevations of the current structure and Plan Commission approval will be needed if this changes, and WHEREAS, No landscape plan is part of this submittal and one will need to be approved by the City Forester, and WHEREAS, No additional lighting is shown on the new plans and any new lighting would need Plan Commission approval, and WHEREAS, An area next to the existing garage is designated for refuse/recycling and any outdoor storage of these materials must be screened, and WHEREAS, No signage exists at this time and future approvals are needed when applied for, and WHEREAS, Stormwater management does not need to occur on a parcel of this size. THEREFORE BE IT RESOLVED, That the Plan Commission approves of a Building, Site and Operation Plan for the Jeanne Arezina property located in the SE ¼ of Section 9 (Tax Key No. 2196.970 / S76 W17789 Janesville Road). BE IT FURTHER RESOLVED, That the installation of the asphalt will be allowed to occur in the spring time and a gravel hard surface will suffice in the meantime. BE IT FURTHER RESOLVED, That any areas that will not be asphalted will be landscaped and seeded. BE IT FURTHER RESOLVED, That the current driveway to the existing accessory structure shall be eliminated upon the start of site alterations. BE IT FURTHER RESOLVED, That all outdoor refuse should be screened by an a cedar wood enclosure in a location approved by the Planning Department. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
