PCR2005008AMENDED RESOLUTION #P.C.008-2005 APPROVAL OF A BUILDING SITE AND OPERATION PLAN AMENDMENT FOR BAY LANE MIDDLE SCHOOL IN THE SE ¼ OF SECTION 10 (TAX KEY NO. 2200.998.001 / S75 W16399 HILLTOP DRIVE) WHEREAS, On January 4, 2005 plans were submitted by INSPEC for an amendment to a Building, Site and Operation Plan for Bay Lane Middle School located in the SE ¼ of Section 10 (Tax Key No. 2200.998.001 / S75 W16399 Hilltop Drive), and WHEREAS, Said property is zoned RS-2/OIP Suburban Residence District with an Institution and Public Service Overlay, and said use is a permitted use by right subject to Building Site and Operation Plan approvals, and WHEREAS, The site currently contains 122 parking stalls and four handicap stalls, and WHEREAS, The Petitioner proposes to alter the current site by extending the parking lot adding 41 parking stalls and 2 handicap stalls, and WHEREAS, Parking stalls are illustrated to meet the 10’x20’ requirement and are angled to accommodate the tight site condition and the traffic flow patterns, and WHEREAS, There will be curbing added along the new parking areas of the lot, and WHEREAS, The petitioner is proposing to replace the four existing light poles with 3-foot concrete bases and add an additional new light pole with a 3-foot concrete base, and WHEREAS, The light poles will have a maximum height of 20 feet, and WHEREAS, Landscaping will be added as part of the project and will need some modifications, and WHEREAS, Stormwater management is shown as a grass swale that will direct the water flow away from the parking lot along the northern lot line, and WHEREAS, There will be a berm constructed in the southeast corner of the property to help slow and direct drainage run-off from the school property onto the adjoining parcels in the Quietwood Creek Subdivision. THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amended Building, Site and Operation Plan for Bay Lane Middle School located in the SE ¼ of Section 10 (Tax Key No. 2200.998.001 / S75 W16399 Hilltop Drive). BE IT FURTHER RESOLVED, That the trail stemming off of the city owned parcel to the north shall be extended to connect to the asphalt playground area on the school site. BE IT FURTHER RESOLVED, That a culvert will most likely be needed at the trail crossing for the smooth flow of water within the drainage swale and the Engineering Department will need to review the trail layout and construction drawings before any work can be started. BE IT FURTHER RESOLVED, That a more detailed landscape plan will need to be submitted and approved by the City Forester before and work can begin. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both. THEREFORE BE IT FURTHER RESOLVED, That if any concerns arise from the glare of the lighting that the issue will need to be resolved by the School District.
