PCR2005001RESOLUTION #P.C. 001-2005 APPROVAL OF A CONCEPTUAL AMENDED BUILDING SITE AND OPERATION PLAN FOR THE TUDOR OAKS HEALTH CENTER LOCATED IN THE SE ¼ and SW ¼ OF SECTION 12 (MCSHANE DRIVE / TAX KEY NOS. 2207.999 AND 2207.999.002) WHEREAS, Conceptual Plans were submitted on November 29, 2004 by American Baptist Homes requesting approval of a Conceptual Amendment to the Building Site and Operation Plan for the Tudor Oaks Health Center property located in the SE ¼ and SW ¼ of Section 12 (McShane Drive / Tax Key Nos. 2207.999 and 2207.999.002), and WHEREAS, The submittal included a operational narrative, present/future site plans, building/room layouts, and a color rendering of the proposed structures, and WHEREAS, Tudor Oaks Health Center has undertaken a large renovation/redevelopment study to determine the future needs of the site and determined future redevelopment of the site is necessary, and WHEREAS, The current site includes 181 independent living apartments, 16 assisted living units and a 61-bed health center all within an interconnected structure containing a commons and 7 wings, and WHEREAS, Access to the current site is by two points off of McShane Drive, and WHEREAS, The new site plan is set in phases and includes extensive demolition and redevelopment plans, and WHEREAS, Phase 1 consists of demolishing three wings and adjacent parking areas and then adding Eight cottages, parking garages, two independent living unit wings with commons, and an assisted living wing, while also renovating the remaining structures, and WHEREAS, Phase 2 would be in the very distant future and includes the demolition of the rest of the existing structures that remain after Phase 1 completion and will include the addition of a new nursing wing, another independent living unit wing, and forty more cottages, and WHEREAS, Each Phase would include new and improved access ways, parking, lighting, and landscaping, and WHEREAS, The height of the new structures as part of Phase 1 are to be 3 stories for the two independent living unit wings with commons and 1 story for the assisted living wing, and WHEREAS, Full building elevations aren’t included in the submittal although the structures are to be wood frame construction with an exterior brick face (50% maximum), plaster or siding with English Tudor style accents, and WHEREAS, The property is zoned RS-2/OPD Suburban Residence District with a Planned Development Overlay District the existing and proposed structures appear to meet the setback, offset, and open space requirements this district, and WHEREAS, The existing OPD district was adopted in April 1973 and amended for the Health Center in June 1974, and new changes to the OPD may require a substantial change hearing in front of the Common Council to determine the new OPD regulations, and WHEREAS, Under the originally approved OPD a Subdivider’s Agreement was recorded that outlined the regulations of the OPD District, and these regulations allowed up to 50 single-family homes, no more than 300 apartments and a 60 bed health care facility, a par 3 golf course, and approximately 80 acres of open space, and WHEREAS, The 2010 Comprehensive Plan depicts the property to be utilized for medium density residential purposes, and the proposal is consistent with the Plan, and WHEREAS, The property is subject to the provisions of the Muskego Design Guide, which has been duly adopted as a component of the 2010 Comprehensive Plan, and the provisions of said Guide include but are not limited to the requirement for four sided architecture, and WHEREAS, The Muskego Design Guide requires all mechanical installations to be screened from public view, and this submittal does not identify the location or screening mechanisms to be utilized, and WHEREAS, Parking is illustrated as indoor and outdoor stalls, all of which are reasonably adjacent to the intended users, and exact numbers of parking stalls will be submitted as part of the final BSO Plan, and WHEREAS, A landscaping plan has not been submitted at this time, and said plan is required to be submitted with the final BSO Plan for review by the City Forester for species and planting size compliance, and WHEREAS, Lighting specific and photometric plans have not been submitted at this time, and said plans are required to be submitted with the final BSO Plan for review for species compliance, and WHEREAS, No building or site signage is proposed with this submittal, and all proposed signage for the site will be required to be submitted to the Plan Commission for review and approval, and THEREFORE BE IT RESOLVED, That the Plan Commission approves of a Conceptual Amendment to the Building Site and Operation Plan for the Tudor Oaks Health Center property located in SE ¼ and SW ¼ of Section 12 (McShane Drive / Tax Key Nos. 2207.999 and 2207.999.002). BE IT FURTHER RESOLVED, An OPD amendment and substantial change process will need to occur upon petition for the Final BSO and said OPD amendment will solidify the new OPD regulations making it easier for future planning efforts to take place. BE IT FURTHER RESOLVED, Densities should not increase above the allowed number of units under the original recorded Subdivider’s Agreement. BE IT FURTHER RESOLVED, All new structures should include at least 50% masonry product and that hardi-plank siding and dimensional shingling is recommended. BE IT FURTHER RESOLVED, All mechanical installations are to be screened from public view on any new structure. BE IT FURTHER RESOLVED, The parking for the final BSO should represent 1 space per every 3 rooms plus 1 space for each staff member and each stall should be a minimum of 10 feet wide by 20 feet in height. BE IT FURTHER RESOLVED, The landscape plan shall illustrate appropriate screening and plantings around all disturbed areas of the site. BE IT FURTHER RESOLVED, Lighting should be high-pressure sodium and any pole lights must be no more than 15 feet in height, have zero-degree cutoff lenses, and have a cement base of no more than 6 inches above grade. BE IT FURTHER RESOLVED, Photometric plans should show that no lighting is above 0.5 foot- candles on adjoining property lines. BE IT FURTHER RESOLOVED, The plan does not indicate the location of refuse containers, and the location of refuse containers must meet with the intent of the General Design Guide being screened with building materials matching the principal structure. BE IT FURTHER RESOLOVED, Stormwater management plans have not been submitted at this time, and plans shall be submitted for review by the City Engineer and the Public Works Committee for compliance with Chapter 34 at the time of Final BSO. BE IT FURTHER RESOLVED, The petitioner shall receive approval of the Public Utilities Committee to determine future water needs at the time of final BSO. BE IT FURTHER RESOLVED, That all mechanicals serving the site and / or structure shall be screened from public view. BE IT FURTHER RESOLVED, That this approval is granted in concept only and final action is only an indication of the current intent of the Plan Commission; Final submittals are subject to future review and consideration by the Plan Commission, municipal committees of jurisdiction, and other agencies, and approval of final plans is not guaranteed by this action of the Plan Commission.
