PCR2004102RESOLUTION #P.C. 102-2004 APPROVAL OF A CERTIFIED SURVEY MAP FOR ST. ANDREWS LLC FOR PARCELS LOCATED IN THE NE ¼ AND NW ¼ OF SECTION 25 (RYAN ROAD / TAX KEY NOS. 2258.994 AND 2261.978) WHEREAS, On August 31, 2004 a Certified Survey Map was submitted by St. Andrews LLC for a four (4) lot land division located in the NE ¼ and NW ¼ of Section 25, (Tax Key Nos. 2258.994 and 2261.978 / Ryan Road), and WHEREAS, The proposed land division would create four lots from the existing two lots with lot sizes of 2 acres to 13 acres and large widths, and WHEREAS, The St. Andrews Village condominium plat was approved by Plan Commission as per P.C. Resolution # 051-2004, and WHEREAS, Said property is currently zoned R-3 Country Home District and A Agricultural District, although upon the final approvals of the condominium plat the development area will be rezoned to RSA / OPD Attached Single Family Residence with Planned Development Overlay District allowing the proposed parcel sizes, and WHEREAS, The 2010 Comprehensive Plan depicts the area for single-family attached dwelling unit development consistent with the St. Andrews Village proposal, and WHEREAS, The adopted Conservation Plan depicts wetlands and a navigable stream on the property to be a medium value management priority and this area is preserved as part of the approved condominium plat, and WHEREAS, The adopted 2003-2007 Park and Open Space Plan does not depict acquisitions in this area, and WHEREAS, The 2010 Street System Plan depicts Ryan Road to be an 80 foot wide right-of-way, and the proposal depicts it as such, and WHEREAS, The proposed condominiums will be served by municipal sanitary sewer and water service, and THEREFORE BE IT RESOLVED, That the Plan Commission approves of a Certified Survey Map submitted by St. Andrews LLC amending the existing two parcels into four (4) parcels located in the NE ¼ and NW ¼ of Section 25 (Tax Key Nos. 2258.994 and 2261.978 / Ryan Road), subject to resolution of technical discrepancies as identified by the City Planning Department and City Engineers, and payment of all applicable fees in Section 18.14(3) of the Land Division Ordinance and outstanding assessments if applicable. BE IT FURTHER RESOLVED, That a digital file of this CSM shall be submitted to the City in accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.
