APPROVAL OF SKETCH PRELIMINARY PLAT FOR THE FITZPATRICK
PROPERTY LOCATED IN THE NE ¼ OF SECTION 12 (TAX KEY NO. 2205.990
/ TESS CORNERS DRIVE)
WHEREAS, On July 8, 2004 a sketch preliminary plat was submitted by Gene Kovacs of RSV
Engineering for the Fitzpatrick property located in the NE ¼ of Section 12, and
WHEREAS, The plan consists of approximately 15.89 acres, proposes 12 single-family parcels
and 2 outlots, and
WHEREAS, Said properties are zoned RS-2 Suburban Residence District and parcels shown
appear to meet zoning requirements for said districts, and
WHEREAS, The 2010 Comprehensive Plan depicts this area for medium density residential
development and the proposal is consistent with the Plan, and
WHEREAS, Said parcels will be serviced by City sanitary sewer and the water source will be
determined by Public Utilities before preliminary plat, and
WHEREAS, Tess Corners Drive is depicted to have an ultimate width of 100-feet consistent with
the 2010 Street System Plan, and the concept does not show this, and
WHEREAS, The cul-de-sac depicted is within the 1,320-foot max that the land division code
allows, and
WHEREAS, The Plat is required to provide on-site stormwater management as required by
Chapter 34, and stormwater is depicted to be handled in detention facilities within the outlots, and
WHEREAS, Park and Conservation Boards will determine needs of the outlots before the time of
preliminary plat, and
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a 15.89 acre, sketch
preliminary plat for the Fitzpatrick property as proposed by GSV Engineering, located in the NE ¼
of Section 12 and will be receptive to the submittal of a preliminary plat.
BE IT FURTHER RESOLVED, That Parcel 12 will access off of Tess Corners Drive and Parcels 1
and 2 will access off the new cul-de-sac.
BE IT FURTHER RESOLVED, A dedication of 50 feet from centerline is required for Tess
Corners Drive.
BE IT FURTHER RESOLVED, That wetlands should be preserved in outlots where possible and
that detention facilities must be in outlots .
