PCR2003111RESOLUTION #P.C. 111-2003 APPROVAL OF A SKETCH PRELIMINARY PLAT AND DETERMINATION OF SUBSTANTIAL CHANGE TO THE APPROVED QUIETWOOD CREEK PLANNED DEVELOPMENT DISTRICT, LOCATED IN THE SE ¼ OF SECTION 3 (JANESVILLE ROAD / Tax Key No. 2197.249.002) WHEREAS, on August 21, 2003, a sketch for a preliminary plat was submitted by Carity Land Corp. for Parcel #143 of the Quietwood Creek Planned Development District located in the SE ¼ of Section 3, and WHEREAS, Said sketch plat consist of 18.8 acres, and proposes 19 two-family residential lots consistent with RSA Attached Single Family Residential zoning, and approximately five acres of commercial property consistent with B-3 General Business District zoning, and WHEREAS, The approved Quietwood Creek Planned Development District depicts the property for 18.8 acres of land for commercial use consistent with B-2 Local Service Center zoning, and WHEREAS, The 2010 Comprehensive Plan depicts this area as being set aside for commercial use consistent with B-2 zoning, and WHEREAS, Said parcels will be serviced by public sewer and water facilities, and WHEREAS, The adopted Conservation Plan depicts the creek corridor to be a high acquisition priority, and WHEREAS, The adopted 2003-2007 Park and Open Space Plan depicts a future recreation trail along Janesville Road, and WHEREAS, The parcel is subject to the Moorland Corridor South Design Guide. THEREFORE BE IT RESOLVED, That the Plan Commission approves of sketch preliminary plat parcel #143 of the Quietwood Creek Planned Development District, located in the SE ¼ of Section 3 and will be receptive to the submittal of a preliminary plat. BE IT FURTHER RESOLVED, That the Plan Commission will be receptive to a Comprehensive Plan amendment and Official Zoning Map amendment to permit up to nineteen (19) two-family residential parcels (38 maximum units) consistent with RSA / OPD zoning regulations. BE IT FURTHER RESOLVED, That the Plan Commission finds B-3 zoning to be too intensive for the property, and will be receptive to a Comprehensive Plan amendment and Official Zoning Map amendment to permit approximately five (5) acres of land for commercial use consistent with B-2 zoning regulations. BE IT FURTHER RESOLVED, That the Plan Commission finds this sketch to be a substantial change to the approved Quietwood Creek Planned Development District, and recommends the same to the Common Council. BE IT FURTHER RESOLVED, That all areas depicted in the Conservation Plan to be a high acquisition priority shall be placed within outlots for potential acquisition by the City of Muskego. BE IT FURTHER RESOLVED, that this approval is granted in concept only and final action is only an indication of the current intent of the Plan Commission; Final submittals are subject to future review and consideration by the Plan Commission, municipal committees of jurisdiction, and other agencies, and approval of final plans is not guaranteed by this action of the Plan Commission.
