PCR2003075RESOLUTION #P.C. 075-2003 APPROVAL OF AN AMENDMENT TO A BUILDING SITE AND OPERATION PLAN AND DETERIMINATION OF NON-SUBSTANTIAL CHANGE TO THE EXISTING CONDITIONAL USE GRANT FOR THE MUSKEGO-NORWAY SCHOOL DISTRICT AT THE PROPERTY LOCATED IN THE NE ¼ OF SECTION 20 (TAX KEY NOS. 2237.999.001 / WOODS ROAD) WHEREAS, A Building Site and Operation Plan and Conditional Use Grant were approved for the athletic field development at the Muskego-Norway School District by #PC 047-2002, and WHEREAS, On March 23, 2003 plans were submitted by the Rettler Corporation for approval of an amended Building Site and Operation Plan for the athletic field development at the Muskego- Norway School District property located in the NE ¼ of Section 20, and additional revised plans were received on June 6, 2003 and June 9, 2003, and WHEREAS, Said plan includes a proposed parking area and storage and restroom area, and WHEREAS, The property is currently zoned RS-1/OIP, Suburban Residence District as modified by the Institution and Public Service Overlay, and WHEREAS, Three soccer fields, two ball diamonds, and two football fields are proposed at this time, and WHEREAS, The proposed parking area contains 199 stalls, and two 6-foot wide landscape islands which run the length of the lot, and WHEREAS, The storage/restroom structure is proposed to be approximately 2,600 square feet, and constructed with architectural block and asphalt shingles, and WHEREAS, A photometric plan has been submitted which illustrates light levels for the project area, and said plan has been provided to the City’s consulting engineer for compliance with the City’s lighting standards, and WHEREAS, Lighting is proposed for the parking area, and consists of 13 fixtures with high- pressure sodium lamps, and the fixtures measure 18-feet in height, and the base measures 6- inches. THEREFORE BE IT RESOLVED, That the Plan Commission approves an amended Building Site and Operation Plan for the athletic field development at the Muskego-Norway School District property located in the NE ¼ of Section 20. BE IT FURTHER RESOLVED, That the Plan Commission determines this to be a non-substantial change to the existing Conditional Use Grant. BE IT FURTHER RESOLVED, That the photometric plan shall be approved by the City’s Engineering consultants prior to the release of building permits. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to landscape areas, building facades and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission and that failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both. BE IT FURTHER RESOLVED, That in accordance with the standards established by Resolution #PC 047-2002 the light fixtures will be turned off by 10:30 PM and the Common Council may grant approval of extending hours of operation for special events subject to notification of all property owners within 300 feet of the high school property, with said notice indicating the nature of the request and the time and date that such request will be considered by the Common Council.
