PCR2003069aRESOLUTION #PC 069a-2003 APPROVAL OF TEMPORARY AMENDMENT TO A BUILDING SITE AND OPERATION PLAN FOR AMANN’S BEACH CLUB AT THE PROPERTY LOCATED IN THE SE ¼ OF SECTION 31 (S110 W20770 S. DENOON ROAD / TAX KEY NO. 2284.995) WHEREAS, Plans for a temporary amendment to the Building, Site and Operation Plan for Amann’s Beach Club were submitted by Tom Amann on May 22, 2003 to allow camping at the property located in the SE ¼ of Section 31, and WHEREAS, The plans illustrate the property being used for temporary private camping for Harley-Davidson clientele in association with the Harley-Davidson 100th Anniversary Celebration from August 23, 2003 until August 31, 2003, and WHEREAS, The Plan Commission previously approved similar activities on the property in anticipation of the 95th Anniversary Celebration in Resolution #PC 128-97, and WHEREAS, The property is currently zoned RS-2/OLR, Suburban Residence District as modified by the Lakeshore Recreation Overlay District, and the current use as a private beach club with restaurant and tavern is conforms to the requirements of the District, and WHEREAS, The site plan illustrates a camping area, truck and camping trailer parking area, toilet and shower facilities, and a security area, and WHEREAS, The petitioner anticipates 150 to 200 guests, and all guests will be issued an identification card or wristband for security purposes, and WHEREAS, The petitioner will be providing on-site private security from 6am to 6pm, and WHEREAS, The petitioner indicates that the campground will be open 24 hours, and that from 11pm until 6am will be an enforced quiet time, and WHEREAS, The petitioner has met with Police Chief Johnson to discuss security measures for the property, and the Police Chief has indicated his satisfaction with the proposed security plan, and WHEREAS, The petitioner has indicated that there will be no live music or outdoor food service, and that food will only be available from Amann’s Bar and Restaurant, and WHEREAS, The petitioner has permitted the City to send notices to all properties within 300-feet of the beach club to notify the neighbors and to solicit their input, and WHEREAS, As a result of neighborhood input, Planning Staff inspected the property on June 2, 2003 and found that perimeter fencing is in disrepair.. THEREFORE BE IT RESOLVED, That the Plan Commission approves the temporary amendment to the Building, Site and Operation Plan for the property located in the SE ¼ of Section 31. BE IT FURTHER RESOLVED, That the petitioner shall provide 24-hour, on-site private security during the duration of this approval. BE IT FURTHER RESOLVED, That perimeter fencing shall be replaced in a style and quality acceptable to the Planning Department prior to August 23, 2003, or this approval shall be null and void. BE IT FURTHER RESOLVED, That this approval shall expire on September 1, 2003 at the expressed authorization of the property owner, Mr. Tom Amann.
