PCR20021680 RESOLUTION #P.C. 168-2002 LOCATED IN THE SE %OF SECTION 18 (TAX KEY NOS. 2232.980 AND 2232.981) APPROVAL OF A SKETCH PRELIMINARY PLAT FOR THE SCHMITT PROPERTY, WHEREAS, On November 21. 2002 a sketch for a preliminary plat was submitted by Edgewood Contractors, Inc. on behalf of Gayle Schmitt for a property located in the SE %of Section 18, Tax Key Nos. 2232.980 and 2232.981, and WHEREAS, Said plat proposes 9 lots, ranging from 119,812 square feet to 233,877 square feet in size, and WHEREAS, Said property is zoned A, Agriculture District, requiring a minimum lot size of 120,000 square feet and an average minimum width of 300 feet, and said lots do not meet said minimum zoning requirements, and WHEREAS, The 2010 Comprehensive Plan depicts this area for agriculture and open space development and this classification allows residential development at densities not to exceed 0.4 dwelling units per acre, and the proposal is consistent with the Plan, and WHEREAS, The 2010 Plan requires that agricultural lands used exclusively for residences be rezoned to RCE. Residential Country Estate, and WHEREAS, The Conservation Plan identifies the lands as having both acquisition and management priorities, containing lowlands and uplands, and this has not been reflected on the plan, and WHEREAS, It is undetermined from the sketch plat if the parcels will be served by private well or public water, and the parcels will be serviced by private sewer, and WHEREAS, The plat is required to accommodate on-site stormwater management as required by Chapter 34. and this has not been reflected on the plan, and WHEREAS, A significant area of wetland features are present on the property which have not been field delineated by SEWRPC or illustrated on the sketch, and the sketch plat, and WHEREAS, A navigable waterway bisects the lands, and this feature has not been illustrated on WHEREAS. The proposed right-of-way crosses wetlands and a navigable waterway, and the Wisconsin DNR and Army Corp of Engineers must approve the crossing for a public road, and WHEREAS, An access easement currently exists to parcel Tax Key No. 2232.980 from Janesville Road. THEREFORE BE IT RESOLVED, That the Plan Commission approves of a 9 parcel sketch preliminary plat as submitted for the Schmitt property located in the SE X of Section 18 and will be receptive to the submittal of a preliminary plat. zoning district, and this must be illustrated on the Preliminary Plat. BE IT FURTHER RESOLVED, That the proposed rights-of-way shall be dedicated to both the eastern and southern plat boundaries. BE IT FURTHER RESOLVED, That Outlots within the plat shall be owned and maintained by an incorporated Home Owners Association. BE IT FURTHER RESOLVED, That all parcels within the Plat shall be served by public water, subject to approval of the Public Utilities Committee. BE IT FURTHER RESOLVED, That a Stormwater Management Plan shall be prepared for the plat, and shall be executed concurrent with the Final Plat. BE IT FURTHER RESOLVED, That the access easement shall be vacated concurrent with the Final Plat. only an indication of the current intent of the Plan Commission; Final submittals are subject to BE IT FURTHER RESOLVED, That this approval is granted in concept only and final action is future review and consideration by the Plan Commission, municipal committees of jurisdiction, and other agencies, and approval of final plans is not guaranteed by this action of the Plan Commission.
