APPROVAL OF A BUILDING SITE AND OPERATION PLAN AND DETERMINATION OF SUBSTANTIAL
CHANGE FOR THE MRED COMMERCIAL OPD LOCATED IN THE SE X OF SECTION 2
(JANESVILLE ROAD / PART OF TAX KEY NO. 2167.995.001)
WHEREAS, Plans were submitted on August 9, 2002 by Aldi, Inc. requesting approval of a Building Site
and Operation Plan located within the MRED Planned Development District, located in the SE X of
Section 2 (Janesville Road / Part of Tax Key No. 2167.995.001), and
WHEREAS, The structure measures approximately 15,150 square feet and is located on a parcel
approximately 2.6 acres in size, and
WHEREAS, The project area is a part of the MRED Development with which the Plan Commission
previously approved the following Res. #PC 084-2002, #PC 085-2002, and #PC 086-2002 recommending
the land divisions to the Common Council, and Res. #PC 088-2002 recommending the rezoning of the
lands from RS-2 to B3/0PD, and the 2010 Plan amendment from medium density residential to
commercial, and
WHEREAS, The proposed structure appears to meet the setback, offset, open space, and floor area
requirements of the Zoning Code for structures in the B3/0PD, General Business District as modified by
the Planned Development Overlay, and
WHEREAS, The 2010 Comprehensive Plan depicts the property to be utilized for commercial purposes,
and the proposal is consistent with the Plan, and
WHEREAS, The property is subject to the provisions of the Muskeqo Desian Guide, which has been duly
adopted as a component of the 2010 Comprehensive Plan, and the provisions of said Guide include but
are not limited to the requirement for four sided architecture, and
WHEREAS, The elevations include the use of face brick, dry-vit for accent purposes, hip roofs with
architectural series asphalt shingles, and
WHEREAS, The elevations incorporate elements associated with prairie-style and craftsman architecture,
and provide vertical and horizontal elements to reduce the building scale, specifically the use of brick
pilasters along all elevations, brick soldier-courses, clerestory fenestration, and decorative arm-mount
wall lighting, and back lighted spandrel glass, and
WHEREAS, The Muskeao Desian Guide requires all mechanical installations to be screened from public
view, and this submittal does not identify the location or screening mechanisms to be utilized, and
WHEREAS, Access from Janesville Road to the parcel is provided through a previously approved right-in
/ right-out ingress-egress, and by a secondary roadway to serve the south side of the parcel, and
WHEREAS, The site currently provides parking for 1 Olvehicles, and the site plan illustrates landscape
islands as required by the General Desian Guide, and
WHEREAS, A revised landscaping plan hasbeenwas submitted on September 5, 2002, and &as been I
reviewed by the City Forester for species compliance, and the plan indicates that the planting sizes meet
the City requirements, and
WHEREAS, Twentysix-four (2624) lighting fixtures on 22-24 poles located in the parking field, and each
lamp in the fixtures are 4QQ150-watt, high-pressure sodium mounted 15-feet above grade, and a fixture
detail has been provided, and
WHEREAS, Six (6) 150-watt, high-pressure sodium vapor lighting fixtures are proposed akin the canopy
tkeentrance to the building, , and a fixture detail has w#
been provided-aMs-he , and
WHEREAS, A single 150-watt, high-pressure sodium vapor wall pack is mounted above the loading dock,
and a fixture detail has &-been providedame, and I
WHEREAS, Revised Pphotometric plans kve-beeRwere submitted on September 5, 2002, and I
forwarded to the City’s consulting engineers for review, and
I WHEREAS, A p@x+rnonument sign is

proposed for the development, and
WHEREAS, Wall mounted signs measuring approximately 6.5’ x 7.5 each are located on both the north
and west elevations above the entry, and said sign appear to conform to the requirements outlined in the
Zoning Code, and
WHEREAS, Municipal sewer will serve the property, and said utility service will be installed as part of the
MRED Development, and
WHEREAS, Municipal water will serve the property, and water service will be installed as part of the
MRED Development, and
WHEREAS, Stormwater management facilities will be installed as part of the MRED Development for the
entire area., and the facilities will be located within Outlots at the southern edge of the senior housing
project.
THEREFORE BE IT RESOLVED, That the Plan Commission approves a Building Site and Operation
Plan for the Aldi, Inc. property located in SE X of Section 2 (Part of Tax Key No. 2167.995.001).
BE IT FURTHER RESOLVED, That the memorandum by the City Forester dated &gk&-SSeptember
10, 2002 regarding landscape plan changes shall be incorporated into a revised plan prior to the release
of Building Permits.
BE IT FURTHER RESOLVED, That the lighting photometric plan shall meet with the approval of the City’s
consulting engineer-dd. I
BE IT FURTHER RESOLVED, That all mechanicals serving the site and / or structure shall be screened
from public view.
BE IT FURTHER RESOLVED, That the installation of sanitary sewer service, as required by the Public
Utilities Committee for the Redmond Development, shall be required prior to the release of building
permits.
BE IT FURTHER RESOLVED, That the installation of municipal water service, as required by the Public
Utilities Committee for the Redmond Development, shall be required prior to the release of building
permits.
BE IT FURTHER RESOLVED, That this approval is subject to Public Works Committee approval of all
street, grading, erosion control, and storm water management plans to serve the site prior to the release
of building permits.
BE IT FURTHER RESOLVED, That detailed sign plans shall be submitted for all signage proposed for
the development, and a monument sign shall be utilized for the site as outlined by the General Desiqn
Guide, and the monument sign shall meet the reauirements outlined in the Zonina Code and shall be
approved by the Planning Director prior to the release of Buildina Permits. I
BE IT FURTHER RESOLVED, That the Plan Commission determines this to be a substantial change to
the MRED Commercial Planned Development District and recommends that a public hearing be held
before the Common Council.
BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and
that all aspect of this plan as they relate to landscape areas and drainage shall be maintained in
perpetuity unless otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping
and/or second lift of asphalting, a cash bond, letter of credit, or cashiers check equal to twice the value of
said costs must be submitted to the Planning Department.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall
result in the imposition of fines of $100 per day, the initiation of legal action, or both.
