PCR2002029RESOLUTION #P.C. 029-2002 LOCATED IN THE NE X OF SECTION 20 AND NW X OF SECTION 21 (587 W18863 WOODS ROAD, APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR THE MUSKEG0 HIGH SCHOOL S87 W18509 WOODS ROAD, AND W183 S8750 RACINE AVENUE /TAX KEY NOS. 2237.999.001 AND 2242.999) WHEREAS, The Muskego-Norway School District is requesting approval of a Building Site and Operation Plan for the high school grounds located in the NE X of Section 20 and NW %of Section 21. and WHEREAS, On February 5, 2002 conceptual plans were presented to the Plan Commission for review and comment, and WHEREAS, On February 24, 2002 architectural elevations, a site plan, stormwater management plan, photometric plans, landscape plans, and project phasing plan were submitted by Eppstein-Uhen Architects, and WHEREAS, On January 16, 2002 a Traffic Impact Analysis was submitted for review. and the City and County has yet to make a determination on the extent of roadway and intersection reconstruction that may be necessary to serve the site, and WHEREAS, The proposed uses of the structure is for public education for grades 9 - 12. said use is permitted by right in the RS-2/01P, Suburban Residence District as modified by the Institution and Public Service Overlay, and WHEREAS, The properly is subject to the provisions of the Muskeqo Desiqn Guide, which has been duly adopted as a component of the 2010 Comprehensive Plan, and the provisions of said Guide include but are not limited to the requirement for four sided architecture, and WHEREAS, The theatre loft has an overall height of 52-feet and Section 17:5.03(2)(C) permits the Plan Commission to grant a height exception for scenery lofts, and WHEREAS, The balance of the structure as proposed meets the setback, offset, open space, and floor area requirements of the Zoning Code for structures in the RS9101P. Suburban Residence District as modified by the Institution and Public Service Overlay, and WHEREAS, The building elevations include the use of brick, precast sills, extensive glass, spandrel glass, standing seam roof, and exposed structural steel, and WHEREAS, The elevations incorporate a significant amount of vertical and horizontal elements in an effort to reduce their scale and appearance of mass, and to provide rhythm, and is particularly evident by the dominant components proposed to mark the entrances with gallery-like spaces, and WHEREAS, A brick wainscoting-"misty gray" in color-will generally surround the structure, fenestration the bulk of the additions to better complement the brick portions of the existing structure, and a slate gray is bordered by a darker brick pilaster providing further relief, and the darker brick will be incorporated into standing-seam metal roof is proposed, and WHEREAS, The petitioner has chosen two colors of darker brick and is looking for approval of both colors from ttie Plan Commission for competitive bidding purposes and only one of the darker brick styles is proposed to be utilized in construction, and WHEREAS, The Muskeqo Desiqn Guide requires all mechanical installations to be screened from public view, and this submittal does not identify the location or screening mechanisms to be utilized, and a 0 easternmost access will be a one-way IN, the center access will be a one-way OUT, and the western WHEREAS, Three access points on Woods Road are proposed to serve the structure, and the access will be a full access, and all access to Woods Road is subject to approval by the Public Works Committee, and WHEREAS, Two access points are proposed on Racine Avenue, and said access is controlled by the Waukesha County Department of Transportation, and at this time no decision has been made by the County on whether the proposed southern access will be allowed as illustrated or the access will need to be reconstructed in its current location, and WHEREAS, Service and bussing access will be provided from Woods Road, and bus loading will occur at the paved area along the north of the site, and WHEREAS, Service deliveries will continue to be made at the west side of the building, and WHEREAS, The plans depict 779 parking stalls, with the provision for an additional 571 stalls, and the the site plan was developed to accommodate the event, and petitioner has indicated that the greatest demand for parking is generated by graduation ceremonies, and WHEREAS, A landscaping plan has been submitted and is currently under review by the Police Department and City Forester, and said plan are to be addressed by separate Resolution, and WHEREAS, The Planning Staff recommends additional parking lot landscape islands, as depicted in Exhibits '"A and "B attached hereto, to ensure proper traffic circulation, and WHEREAS, Two lighting and photometric plans have been submitted for review at the request of the Planning Staff, the first illustrating the use of 15-foot pole and fixtures throughout the site, and the second photometric plans depict the use of high-pressure, sodium vapor lamps with full cut-off and zero-degree illustrating a combination of 20-foot poles with 15-foot poles along the periphery of the site, and both tilt and the absence of light trespass at the property boundary, with the exception of the ingresslegress points on Racine Avenue and Woods Road, and WHEREAS, The height of concrete bollards associated with the light poles is not identified, and the Muskeqo Desiqn Guide limits the bollard height to a maximum of 6" above grade, and WHEREAS, Lighting proposals for the various athletic fields have been included with the submittal, and only a Conditional Use Grant allows lighting of outdoor recreational facilities, and this submittal is to be addressed by a separate Resolution following public hearing, and WHEREAS, No additional building or site signage is proposed with this submittal, and all proposed signage for the site will be required to be submitted to the Plan Commission for review and approval. THEREFORE BE IT RESOLVED, That the Plan Commission approves a Building Site and Operation Plan for the Muskego-Noway School District for the High School property located in NE % of Section 20 and NW % of Section 21 BE IT FURTHER RESOLVED, That the Plan Commission grants an exception to the height requirement of the scenery loft as permitted by Section 17:5.03(2)(C), as submitted February 24,2002. BE IT FURTHER RESOLVED, That the Plan Commission approves two colors of darker brick specifically for competitive bidding purposes, and only one of the darker brick styles shall be utilized in construction. BE IT FURTHER RESOLVED, That all mechanicals serving the site and I or structure shall be screened from oublic view. BE IT FURTHER RESOLVED, That the Plan Commission approves of the Staff recommendation in Exhibits "A" and "6 illustrating the addition OF landscape islands within the parking fields located to the west and south of the structure respectively. BE IT FURTHER RESOLVED, That the Plan Commission approves of the site lighting plan that illustrates the predominant use OF 20-Foot Fixtures with 15-fOOt Fixtures around the periphery. BE IT FURTHER RESOLVED, That the Plan Commission approves of 3-fOOt bollard bases for all lighting fixtures not located within protective landscape islands, and all lighting within landscape islands shall have a maximum bollard height of 6 above grade, and said bollards are calculated in total fixture height of 20-feet. BE IT FURTHER RESOLVED, That this approval is subject to receipt of access permits from the Waukesha County Department of Transportation, and petitioner's adherence to the terms and conditions of said permits, including but not limited to the execution of third party Agreements. BE IT FURTHER RESOLVED, That this approval is subject to Public Utilities Committee approval of on- site and off-site sanitary sewer and water main improvements required to serve the site. grading, erosion control, storm water management plans, and Woods Road access required to serve the BE IT FURTHER RESOLVED, That this approval is subject to Public Works Committee approval of all site. BE IT FURTHER RESOLVED, That this approval is subject to Finance Committee and Common Council approval of any and all, sureties. Commission prior to occupancy. BE IT FURTHER RESOLVED, That the landscape plans shall be approved by separate action of the Plan BE IT FURTHER RESOLVED, That the athletic field lighting plans shall be approved by separate action of the Plan Commission prior to construction of any such lighting. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping andlor second lift of asphalting. a cash bond, letter of credit, or cashiers check equal to twice the value of said costs must be submitted to the Planning Department. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
