PCR2001181RESOLUTION #P.C. 181 -2001 APPROVAL OF A SKETCH PRELIMINARY PLAT FOR THE QUIETWOOD CREEK EAST SUBDIVISION BY CARITY LAND CORPORATION, LOCATED IN THE NW 1/4 OF SECTION 11 (TAX KEY NO 2202.998) WHEREAS, On November 21, 2001 a sketch for a preliminary plat was submitted by Carity Land Corporation for the Quietwood Creek East Subdivision on the Ludwig-Strampe property located in the NW 1/4 of Section 11, and WHEREAS, Said plat consist of approximately 48 acres, and proposes 49 lots, ranging from 15,000 square feet to approximately 30,000 square feet in size, and WHEREAS, Said property is zoned RS-3 Suburban Residence District to the north of the navigable stream, requiring a minimum lot size of 15,000 square feet and an average minimum width of 100 feet, and said lots appear to meet said minimum zoning requirements, and WHEREAS, Said property is zoned RS-2 Suburban Residence District to the south of the navigable stream, requiring a minimum lot size of 20,000 square feet and an average minimum width of 110 feet, and said lots appear to meet said minimum zoning requirements, and WHEREAS, The adopted Comprehensive Plan depicts this area for medium density residential development, and WHEREAS, Said parcels will be serviced by City sewer and water, and eWHEREAS, Said property contains wetlands, floodlands, and navigable waterways which require detailed depiction on the preliminary and final plats, and WHEREAS, Woods Road abutting the Plat is depicted as a 100 foot ultimate right-of-way abutting the plat, and appropriate dedications are required in conjunction with the final plat, and WHEREAS, Direct driveway access to Woods Road is proposed for five parcels due to topographical restraints, and WHEREAS, The Conservation Plan recommends the acquisition of environmentally significant lands abutting the navigable stream, and WHEREAS, The 2001-2005 Park and Open Space Plan depicts the Woods Road right-of-way to include a future recreation trail. THEREFORE BE IT RESOLVED, That the Plan Commission approves of a 48 acre, 49 parcel and 3 outlot, sketch preliminary plat for the Quietwood Creek East Subdivision by Carity Land Corporation, located on the Ludwig-Strampe property in the NW 1/4 of Section 11 and will be receptive to the submittal of a preliminary plat. BE IT FURTHER RESOLVED, That all wetlands, floodlands, and navigable waterways be depicted on the preliminary plat and final plat. , BE IT FURTHER RESOLVED, That Woods Road shall be dedicated to a width of 50 feet from - centerline in conjunction with the final plat. .BE IT FURTHER RESOLVED, That the Plan Commission recommends that access to the five parcels abutting Woods Road be granted a maximum of three driveway access points. BE IT FURTHER RESOLVED, That acquisition of high priority conservation lands shall be determined in conjunction with the preliminary plat review process. BE IT FURTHER RESOLVED, That installation of recreation trail improvements in Woods Road shall be determined in conjunction with the preliminary plat review process. BE IT FURTHER RESOLVED, that this approval is granted in concept only and final action is only an indication of the current intent of the Plan Commission; Final submittals are subject to future review and consideration by the Plan Commission, municipal committees of jurisdiction, and other agencies, and approval of final plans is not guaranteed by this action of the Plan Commission.
