APPROVAL OF A CONCEPTUAL BUILDING SITE AND OPERATION PLAN FOR THE
JANUSZEWSKI PROPERTY LOCATED ON RACINE AVENUE (TAX KEY NO. 2192.084 I SE ‘A
OF SECTION 8)
WHEREAS, On August IO. 2001 plans were submitted by Gary Januszewski for a conceptual
approval for a building site and operation plan for a retail center on the property located at Tax
Key No. 2192,084 / Racine Avenue being located in the SE %of Section 8, and
WHEREAS, The proposed structure would include approximately 20,500 SF of floor area, and the
parking area will accommodate 39 vehicles, and
WHEREAS, Said property is zoned B-Z/OPD, Local Service Center District as modified by the
Planned Development Overlay, and the proposed uses will be required to receive Building Site
and Operation Plan approval from the Plan Commission, and
WHEREAS, The 2001-2005 Park and Open Space Plan does not identify acquisition in this area,
and the proposal is consistent with the Plan, and
WHEREAS, The Draft Conservation Plan identifies a portion of the outlot to the west to be a
medium management priority, and a management plan is on file for the outlot, and
WHEREAS, The setback and offset requirements are flexible in the Planned Development
Overlay, and are subject to approval by the Plan Commission, and
WHEREAS, A landscape plan is required and has not been submitted at this time, and
WHEREAS, The building will be constructed with architectural block and brick, with varying
horizontal and vertical elements, and
a residential theme, and
WHEREAS, The site is subject to the Downtown Design Guide, and architecture must incorporate
WHEREAS, The south building elevation will be extended to provide screening of outdoor
storage, and
with the final submittal, and
WHEREAS, That no exterior lighting has been illustrated, and a photometric plan will be required
WHEREAS, Stormwater management has been provided with the Lakewood Development, and
has been approved by the City Engineer and the Public Works Committee, and
WHEREAS, The refuse area has not been illustrated with this submittal, and the final submittal
must illustrate this area, and the appropriate screening to shield the dumpsters from view, and
with the final submittal, and
WHEREAS, A sign plan has not been submitted at this time, and will be required to be included
WHEREAS, Tenant sign criteria will be required to be included with the final submittal, and
WHEREAS, Said parcel will be serviced by public sewer and water 0
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a conceptual building
site and operation plan for a retail structure and parking area on the property located at Tax Key
No. 2192.084 I SE % of Section 8.
BE IT FURTHER RESOLVED, That a landscape plan shall be submitted with the final building
site and operation plan.
BE IT FURTHER RESOLVED, That architectural elements shall be incorporated to provide a
residential appearance, consistent with the Downtown Design Guide.
BE IT FURTHER RESOLVED, That this approval is granted in concept only and final action is
only an indication of the current intent of the Plan Commission; Final submittals are subject to
future review and consideration by the Plan Commission, municipal committees of jurisdiction,
and other agencies, and approval of final plans is not guaranteed by this action of the Plan
Commission.
