3 APPROVAL OF A SKETCH PRELIMINARY PLAT OF RIVERVIEW COURT SUBDIVISION BY
FOR THE SWITALA PROPERTY LOCATED IN THE SE 114 OF SECTION 10
(PART OF TAX KEY No. 2200.985)
WHEREAS, On June 7,2001 a sketch for a preliminary plat was submitted for Riverview Court
Subdivision, on the Switala property located in the SE 1/4 of Section 10, and
WHEREAS, On June 29, 2001 a revised sketch of the preliminary plat was submitted, and
WHEREAS, Said property consist of 11 15 acres, and proposes 22 lots, ranging from 15,000
square feet to 4.3 acres in size,
and
WHEREAS, Said property is zoned RS-3 Suburban Residence District, requiring a minimum lot
size of 15,000 square feet and an average minimum width of 100 feet, and said lots appear to
meet said minimum zoning requirements, and
WHEREAS, The adopted 2010 Comprehensive Plan depicts this area for medium density
residential development, and the proposal is consistent with the Plan, and
WHEREAS, Said parcels will be serviced by City sewer and water, and
WHEREAS, The 2010 Street System Plan depicts Woods Road to be a 100 foot ultimate right-
of-way, and the proposal is consistent with the Plan, and
WHEREAS, the Plan Commission desires to limit direct access to Woods Road, and the
proposed plat depicts said limited access, and
WHEREAS, Wetlands and Floodplains exist on the parcel and are required to be delineated on
the plat, and
WHEREAS, Stormwater management areas are depicted on an easement, and the Public
Works Committee must determine if this is sufficient, or if said areas must be located within
outlots to be owned and maintained by the subdivision’s Homeowners Association, and
WHEREAS, With regards to overall neighborhood planning, the Plan Commission desires to
have street connections reserved to Aud Mar Drive and Sandy Beach Drive, and said
reservations are &depicted on the proposal, and

WHEREAS,
can not exceed 1% of the area of the parcel, and area calculations have not been provided to
determine conformity with this requirement.
WHEREAS, A recreation trail abuts the development along the south plat line, and future
recreation trails are planned along the north plat line, and in Quietwood Drive, and the Plan
Commission desires trail connections at appropriate locations, and
WHEREAS, The 2001-2005 Park and Open Space Plan does not depict any portions of the
property for public park acquisition, and
WHEREAS, The DRAFT Conservation Plan does not depict any portions of the property for land
a Lot 22 includes several outbuildings, which in total 1
management or acquisition.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of a sketch preliminary
plat for the Riverview Court Subdivision located on the Switala property in the SE1/4 of Section
10 and will be receptive to the submittal of a preliminary plat.
BE IT FURTHER RESOLVED, That the plat shall be configured to provide access to all new
parcels from Riverview Court, with no direct access to Woods Road.
BE IT FURTHER RESOLVED, That iall
outbuildings shall comply with the 1% rule for total square footage.
0 BE IT FURTHER RESOLVED, That all parcels are to be served by public sanitary sewer and
water service.
BE IT FURTHER RESOLVED, That street reservations to connect the street identified as
Riverview Court to Sandy Beach Drive and Aud Mar Drive shall be depicted on the plat.
BE IT FURTHER RESOLVED, The location of stormwater management features shall be
approved by the Public Works Committee.
BE IT FURTHER RESOLVED, That the Plan Commission recommends that the Park Board and
Public Works Committee consider the requirement of installation of a recreation trail between
Woods Road and the WEPCO recreation trail.

BE IT FURTHER RESOLVED, that this approval is granted in concept only and final action is
only an indication of the current intent of the Plan Commission; Final submittals are subject to
future review and consideration by the Plan Commission, municipal committees of jurisdiction,
and other agencies.
