PCR2000089RESOLUTION #P.C. 089-2000 a APPROVAL OF AN AMENDMENT TO THE BUILDING SITE AND OPERATION PIAN FOR A MUSKEG0 NORWAY SCHOOL DISTRICT AT THE PROPERTY LOCATED AT W183 S8750 RACINE AVENUE (TAX KEY NO. 2242.999) WHEREAS, Plans were submitted by Muskego Norway School District for a building, site and operation plan for a new 175 vehicle parking lot at the property located at W183 S8750 Racine Avenue on May 5,2000, and WHEREAS, Said property is currently zoned RS-1 Suburban Residence District, and OIP Institution and Public Service Overlay District, and said use is a permitted use by right, and WHEREAS, The proposed parking lot includes perimeter lighting and a landscaped center island, and meets all other bulk requirements of the zoning code, and WHEREAS, Lighting is proposed in the form of shielded and downcast high pressure sodium vapor luminaires mounted a maximum of fifteen (15) feet above grade, and no photometric plans have been submitted for said perimeter lighting, and the nearest lot line is over 600 feet from the parking lot boundary, and Municipal Code, and WHEREAS, On-site stormwater management is proposed as required by WHEREAS, Landscaping within the parking lot center island is proposed in the form of five (5) Red Maple trees, each with a minimum three (3) inch caliper, and the Plan Commission finds that this species is not desirable in narrow planting islands due to the possibility of parking lot damage from root structures. THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amendment to the building, site and operation plan submitted May 5, 2000 by Muskego Norway School District for a 175 vehicle parking lot at the site commonly known as W183 S8750 Racine Avenue. BE IT FURTHER RESOLVED, That this approval is conditioned upon a revision to substitute the five (5) Red Maple trees with six (6) under-story trees such as flowering crabapples or other similar tree species which are identified as being acceptable for narrow planting areas in the draft City of Muskego Urban Forestry Strategic Plan. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan 0 Commission. Resolution #PC 089-2000 BE IT FURTHER RESOLVED, That if use of the parking lot is requested prior to the completion of landscaping andlor asphalting, a bond, letter of credit or cashiers check equal to twice the value of said costs must be submitted to the Planning Department. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
