PCR2000079RESOLUTION WC. 079-2000 APPROVAL OF A TWO (2) LOT SKETCH LAND DIVISION FOR THE WHITEHOUSE PROPERTY LOCATED IN THE SW % OF SECTION 6 (PART OF TAX KEY NO. 2183.998.002 / CROWBAR ROAD) WHEREAS, On March 23,2000 a sketch was submitted by Dale Whitehouse for a two (2) lot land division of the Whitehouse property located in the SW % of Section 6, (Tax Key No. 2183.998.002 I Crowbar Road), and WHEREAS, The proposed land division would create lots with a minimum area of 2.75 acres and an average minimum width of 625 feet, and WHEREAS, Said property is zoned RCE Residential Country Estate District, requiring a minimum lot size of 2.75 acres and an average minimum width of 250 feet, and parcels meet said minimum zoning requirements, and WHEREAS, The Land Use 2005 Plan depicts this area as being set aside for rural density residential development and this proposal is within this goal, and WHEREAS, The 2010 Highway System Plan illustrates Crowbar Road to be an 80 foot ultimate right of way, and on the property, and WHEREAS, Wetlands exist on the property, and unmapped floodplain may exist WHEREAS, A 60 foot wide street reservation is illustrated on the sketch CSM to serve the eastern most parcel, and such reservations are permitted to serve up to four homes, and WHEREAS, Said parcels will be serviced by private septic systems and wells, and WHEREAS, The proposed land division will result in a remnant parcel in excess of 20 acres in size, with numerous outbuildings, and the Plan Commission may waive the requirement to include the remnant parcel is the CSM. THEREFORE BE IT RESOLVED, That the Plan Commission approve of a sketch Certified Survey Map being submitted creating a two (2) lot land division of the Whitehouse property in the SW % of Section 6. BE IT FURTHER RESOLVED, That all wetland and floodplains are required to be illustrated on the final CSM. BE IT FURTHER RESOLVED, That Crowbar Road is required to be dedicated to 0 its ultimate width on the final CSM. Resolution #PC 079-2000 BE IT FURTHER RESOLVED, That all existing easements are required to be shown on the final CSM. BE IT FURTHER RESOLVED, That grading and drainage plans for the parcels are required to be submitted for review and approval by the City Engineer prior to issuance of building permits. BE IT RESOLVED, That the final CSM shall indicate the locations of acceptable sites for on site sanitary systems. BE IT FURTHER RESOLVED, That the Plan Commission does not waive the reauirement for the remnant parcel to be included in the final CSM because the Plan Commission finds that significant wetlands and floodplains which require mapping and preservation are present on the subject parcel, because Crowbar Road right-of-way dedication is needed, and because petitioner needs to demonstrate that the remaining land area is sufficient to meet zoning code standards for accessory structure floor area. BE IT FURTHER RESOLVED, That this approval is granted in concept only and final action is only an indication of the current intent of the Plan Commission; Final submittals are subject to future review and consideration by the Plan Commission, municipal committees of jurisdiction, and other agencies, and approval of final plans is not guaranteed by this action of the Plan Commission.
