PCR2000067RESOLUTION #P.C. 67-2000 APPROVAL OF A THREE (3) LOT CERTIFIED SURVEY MAP FOR THE SALENTINE PROPERTY LOCATED IN THE SE % OF SECTION 30 (PART OF TAX KEY NO. 2278.998 / KELSEY DRIVE) WHEREAS, On March 10, 2000 a Certified Survey Map was submitted by Wayne Salentine for a three (3) lot land division in the SE % of Section 30, (Part of Tax Key No. 2278.998 I Kelsey Drive), and WHEREAS, The proposed land division would create lots with a minimum area of 7.38 acres and a minimum average width of 250 feet, and WHEREAS, Said property is zoned Exclusive Agricultural District, requiring a minimum lot size of 35 acres and an average minimum width of 1,275 feet, and WHEREAS, A public hearing has been scheduled for April 11, 2000 before the Common Council to rezone the parcels from EA - Exclusive Agriculture District, to RCE - Residential Country Estate, and WHEREAS, The amended 2005 Comprehensive Plan depicts this area as being set aside for low density rural residential development better described by the requirements of the RCE Residential Country Estate zoning district, and petitioner's proposal meets this goal, and WHEREAS, Wetlands exist on the parcels and have been delineated and illustrated on the CSM, and WHEREAS, The 2010 Street System Map illustrates Kelsey Drive to have a 100' ultimate right-of-way width, and this proposal is in conformance with the Plan, and WHEREAS, Said parcels are proposed to be serviced by municipal sanitary sewer, and WHEREAS, The adopted Bike Path Plan illustrates a path to be installed on Kelsey Drive, and Chapter 236 of Wisconsin Statutes provides that construction of such public improvements may be the responsibility of the subdivider THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval to the Common Council of a Certified Survey Map for a three (3) lot land division of the Salentine property located in the SE % of Section 30, Part of Tax Key No. 2278.998, subject to resolution of technical discrepancies as identified by the City Planning Department and City Engineers, and payment of all applicable fees in Section 18.14(3) of the Land Division Ordinance and outstanding assessments if applicable. BE IT FURTHER RESLOVED, That a grading plan for the subject lots shall be BE IT FURTHER RESOLVED, The Certified Survey map shall state clearly on its face that no future division of these properties shall occur BE IT FURTHER RESOLVED, That a Subdivider's Agreement shall be executed concurrent with final Certified Survey Map approvals in order to address public utility and bike path installation requirements. BE IT FURTHER RESOLVED, That prior to approval of the final Certified Survey Map, the Common Council shall have granted approval for a zoning map amendment to RCE Residential Country Estate zoning for the subject lots. I BE IT FURTHER RESOLVED, That a *.DXF file of this CSM be submitted to the City prior to City signatures being placed upon the CSM (3-1/2" diskette).
