APPROVAL OF A FOUR (4) LOT CERTIFIED SURVEY MAP FOR
THE SALENTINE PROPERTY LOCATED IN THE SE X OF SECTION 30
(TAX KEY NO. 2280.999 AND PART OF 2280.998 / KELSEY DRIVE)
WHEREAS, On March 10, 2000 a Certified Survey Map was submitted by
Wayne Salentine for a four (4) lot land division in the SE % of Section 30, (Tax Key No.
2280.999 and part of 2280.998 I Kelsey Drive), and
WHEREAS, The proposed land division would create lots with a minimum area
of 7.38 acres and a minimum average width of 250 feet, and
WHEREAS, Said property is zoned Exclusive Agricultural District, requiring a
minimum lot size of 35 acres and an average minimum width of 1,275 feet, and
WHEREAS, A public hearing has been scheduled for April 11, 2000 before the
Common Council to rezone the parcels from EA - Exclusive Agriculture District, to RCE - Residential Country Estate, and
WHEREAS, The amended 2005 Comprehensive Plan depicts this area as being
set aside for low density rural residential development better described by the
requirements of the RCE Residential Country Estate zoning district, and petitioner's
proposal meets this goal, and
WHEREAS, The 2010 Street System Map illustrates Kelsey Drive to have a 100'
ultimate right-of-way width, and this proposal conforms to this Plan element, and
WHEREAS, The 2010 Street System Map requires an 80 right-of-way
reservation for the Hillendale Drive extension through Parcel 6, and this proposal does
not conform to this Plan element, and
WHEREAS, Said parcels are proposed to be serviced by municipal sanitary
sewer, and
WHEREAS, The adopted Bike Path Plan illustrates a path to be installed on
Kelsey Drive, and Chapter 236 of Wisconsin Statutes provides that construction of
such public improvements may be the responsibility of the subdivider
THEREFORE BE IT RESOLVED, That the Plan Commission recommends
approval to the Common Council of a Certified Survey Map for a four (4) lot land
division of the Salentine property located in the SE X of Section 30, Tax Key No.
2280.999 and part of 2280.998, subject to resolution of technical discrepancies as
identified by the City Planning Department and City Engineers, and payment of all
applicable fees in Section 18.14(3) of the Land Division Ordinance and outstanding

e assessments if applicable.
BE IT FURTHER RESOLVED, That the Hillendale Drive right-of-way reservation
is not required by this Certified Survey Map, and the Plan Commission shall take steps
necessary to amend the System Map to illustrate that the future extension of Hillendale
Drive shall align with the intersection of Kelsey Drive and North Shore Lane.
BE IT FURTHER RESLOVED, That a grading plan for the subject lots shall be
required.
BE IT FURTHER RESLOVED, The Certified Survey map shall state clearly on its
face that no future division of these properties shall occur
BE IT FURTHER RESOLVED, that a Subdivider's Agreement shall be executed
concurrent with final certified survey map approvals in order to address public utility
and bike path installation requirements.
BE IT FURTHER RESOLVED, that prior to approval of the final certified survey
map, the Common Council shall have granted approval for a zoning map amendment to
RCE Residential Country Estate zoning for the subject lots.
BE IT FURTHER RESOLVED, That a *.DXF file of this CSM be submitted to the
City prior to City signatures being placed upon the CSM (3-112" diskette).
