APPROVAL OF A FIVE (5) LOT SKETCH LAND DIVISION FOR THE WAYNE
SALENTINE PROPERTY LOCATED IN THE SE Yi OF SECTlON 30
(TAX KEY NO. 2280.998)
RESOLUTION #P.C.84-99
WHEREAS, On July 9, 1999 a sketch was submitted by Mr Wayne Salentine for a five
(5) lot land division of the property located in the SE Yi of Section 30, (Tax Key No. 2280.998),
and
WHEREAS, The proposed land division would create lots with a minimum area of 8 acres
and an average minimum width of 250 feet, and
WHEREAS, Said property is zoned EA - Exclusive Agriculture District. which requires a
35 acre minimum lot size, and said property does not meet the requirements of this zoning district,
WHEREAS, The Land Use 2005 Plan depicts this area as being set aside for agricultural,
non-urban uses, and
WHEREAS, Said proposal would require a rezoning of the property to RCE - Residential
Country Estate District which requires a minimum lot size of 120.000 square feet and a width of
250 feet, and said zoning does not conform to the adopted 2005 Comprehensive Plan, and e WHEREAS, Said parcels are within the sanitary sewer service area and provisions have
been made to service some or all of the parcels with municipal sanitary sewer, and
WHEREAS, The proposed parcels have a depth to width ratio of approximately 5.2 . I,
where the land division ordinance indicates that a ratio of 2 1 is optimal, and
WHEREAS, The 2010 Street System Plar, illustrates Kelsey Drive to be a 100 foot wide
ultimate right-of-way width, and said right-of-way is currently dedicated to a 49.5 foot width, and
WHEREAS, the adopted Bike Path plan illustrates Kelsey Drive between Racine Avenue
and Crowbar Road to be a proposed bike path route, and no bike path is currently constructed,
THEREFORE BE IT RESOLVED, That the Plan Commission approve of a sketch land
division creating five (5) lots for the Salentine property in the SE Vi of Section 30 (Tax Key No.
2280.998).
BE IT FURTHER RESOLVED, That the Plan Commission approves a depth to width
ratio of approximately 5.2 I
BE IT FURTHER RESOLVED. That the Final Certified Survey Map shall illustrate the
e dedication of Kelsey Road to its ultimate width.
BE 1T FURTHER RESOLVED, that the Final Certified Survey Map submittal be accompanied
by a subdividers agreement which addresses the cost responsibilities of sanitary sewer installations
and bike path installations.
BE IT FURTHER RESOLVED, That 2005 Land Use Plan be amended to illustrate
rural residential land use north of Kelsey Drive prior to approval of this certified survey
map.
