PCR1997228AMENDED APPROVAL OF A BUILDING, SITE AND OPERATION PLAN THE SOUTHEAST CORNER OF CROWBAR AND KELSEY DRIVES RESOLUTION #P.C. 228-97 FOR MUSKEGO-NORWAY SCHOOL AT THE PROPERTY LOCATED AT WHEREAS, Plans were submitted on May 13, 1997 by the Muskego-Norway School District for review of a conceptual building, site and operation plan for a middle school to be located at the southeast corner of Crowbar and Kelsey Drives and said conceptual plans were approved through Resolution #P.C. 106-97 on May 20, 1997, and WHEREAS, A rezoning petition was filed in April of 1997 by the Muskego-Norway School District to rezone 58.78 acres from RS-2 Suburban Residential to RS-2/0PI Suburban Residential with an Institutional and Public Service Overlay; and said petition received a recommendation of approval by the Plan Commission on May 20, 1997 through Resolution #P.C. 107-97; and subsequent to a zoning.public hearing held on May 27, 1997 the Common Council of the City of Muskego approved of said petition on June IO, 1997 through Ordinance #931 contingent upon authorization by voters on or before June 30, 1997, and WHEREAS, On June 16, 1997 the Board of the Muskego-Norway School District conducted a public meeting at which time a majority of Citizens authorized the Muskego-Norway School District to purchase subject lands thus satisfying the Contingency of Ordinance #931 of 0 the City of Muskego, and WHEREAS, At a special meeting of the Public Utilities Committee on June 24, 1997 a Capacity Utilization Permit Application for 35 RECs, submitted by the Muskego-Norway School District for subject project, was approved, and WHEREAS, At a regular meeting of the Public Utilities Committee on October 20, 1997 sewer plans, submitted by the Muskego-Norway School District for subject project, was approved, and WHEREAS, At a special meeting of the Public Works Committee on October 28, 1997 grading and drainage plans were approved, and WHEREAS, On November 10, 1997 detailed building, site and operational plans were for the proposed middle school were submitted by Muskego-Norway Schools illustrating a decorative concrete block and brick building, location and detail of storm water management facilities, parking and drive areas, landscaping treatments, and floor plans. THEREFORE BE IT RESOLVED, The Plan Commission approves of the detailed building, site and operation plan as submitted on November 10, 1997 and amended by this resolution subject to the following: I. Satisfactory resolution of issues addressed in Plan Commissioner’s Supplement for the November 18, 1997 Plan Commission meeting. 2. Execution of a maintenance agreement for all storm water management facilities prior to occupancy of the school building. 3: Execution of a maintenance agreement for joint use of Denoon Park Facilities prior to occupancy of the school building. 4. Execution of a drainage easement document for the south lot line swale. 5. Approval of sewer plans by DNR and Town of Norway Sewer Utility District prior to the issuance of building permits. 6. Submittal for approval and final construction of turn lanes at Crowbar and Kelsey Drives, and at Kelsey Drive and Racine Avenue prior to Occupancy of the school building. 7 Signalization of the intersection of Kelsey Drive and Racine Avenue prior to occupancy of the commencement of the first day any partial or full school year BE IT FURTHER RESOLVED, That a copy of all approved plans for this facility be kept on file in the Planning Department along with all executed agreements and easements. BE 1T FURTHER RESOLVED, That signage will need to be submitted at a later date. Items 6 and 7 are still under review so it has not been determined if these items will need to be installed.
