DEVELOPMENT PLAN FOR PHASE 11 OF THE OVERLOOK BAY ",TI-FAh4tLY
WHEREAS, Plans for conceptual review for Overlook Bay Phase I1 were submitted on
April 17, 1997, by Ann K. Chandler of Chandler Law Offices, for the Lake Forest Multi-Family,
Inc., and
WHEREAS, Said plans represent an amendment to the original approved master
development plan for the phase of the Lake Forest OPD known as Overlook Bay Phase 11, and
WHEREAS, The original master development plan for Overlook Bay Phase I1 illustrated
12 - eight unit multi-family buildings for a total of 96 units in Overlook Bay Phase I1 and a looped
private road pattern providing two means of ingresdegress to Overlook Bay Mutli-Family
development, and
WHEREAS, The amended plans for Overlook Bay Phase I1 as submitted on April 17,
1997 illustrate 8 - eight unit multi-family buildings for a total of 64 units in Overlook Bay Phase I1 0 and a cul-de-sac private road pattern providing a single means of ingresdegress to Overlook Bay
Multi-Family development.
THEREFORE BE IT RESOLVED, That the Plan Commission recommends disapproval
to the Common Council of the Conceptual Building, Site and Operation Plan for Overlook Bay
Phase I1 as submitted on April 17, 1997 citing: inability to resolve issues such as lack of
secondary access, increased site congestion, public safety, wetland delineation, elimination
of access easements,.
BE IT FURTHER RESOLVED, The Plan Commission finds that the amendments
represented in said conceptual plan constitute a substantial change to the Master
Development Plan of the Overlook Bay Multi-Family Development aspect for the Lake
Forest OPD.
