PCR1996120e RESOLUTION #P.C. 120-96 AMENDED APPROVED BUILDING, SITE AND OPERATION PLAN FOR JOHNNY'S PETROLEUM PRODUCTS CAR WASH FACILITY LOCATED AT 576 W17857 JANESVILLE ROAD APPROVAL OF REVIEW OF CONFORMANCE TO AN (TAX KEY NO. 2196.975) WHEREAS, A Building, Site and Operation plan for a car wash 77-95, and facility was approved by the Plan Commission under Resolution #P.C. WHEREAS, Under the direction of twice amended Resolution P.C.94-96: 18, six foot high minimum, coniferous trees along the south lot line have been planted; blower/dryer time has been reduced from 90 to 60 seconds; blower/dryer operation has been eliminated between the hours of 10:OOp.m. and 6:00a.m., seven days per week; two rear facing spot light fixtures will be changed to sodium vapor lighting; continued maintenance of the overhead doors to insure they are closed during washing operations, and WHEREAS, Steps have been taken by Johnny's Petroleum to reduce the noise levels of the blowers from 80 decibels to 65-70 decibels as observed at the street line of the Muskeqo Fire Station, and e when considering site constraints such as setback and offset areas and turn radius, if an elongation of the building could be accomplished which would serve to allow all doors to remain closed during washing and drying operations, and such a review has been completed, and WHEREAS, Staff was directed to review the site to determine, installation of mechanicals within the interior and exterior of the building, could be constructed to the rear of the building which would not conflict with the offset area or restrict internal traffic flow on the site. WHEREAS, An addition, requiring the removal and re- THEREFORE BE IT RESOLVED, That the steps taken by the Strassers to address the concerns of neighboring property owners are found by the Plan Commission to be unacceptable. BE IT FURTHER RESOLVED, That an extension of the building to the rear shall not be required by the Plan Commission. BE IT FURTHER RESOLVED, That the installation of sodium vapor light fixtures on the rear of the building shall not be required by the Plan Commission. BE IT FURTHER RESOLVED, That Resolution constitutes a finding of substantial conformance by the Plan Commission and is contingent upon perpetual compliance to Resolution P.C.77-95. Resolution #P.C. 120-96 Page 2 BE IT FURTHER RESOLVED, That the duration of dryer operations shall be 60 seconds as agreed to by the Strassers. BE IT FURTHER RESOLVED, That the south doors of the car wash are to remain closed during washing operation.
