APPROVED BUILDING, SITE AND OPERATION PLAN FOR
JOHNNY'S PETROLEUM PRODUCTS CAR WASH FACILITY

facility was approved by the Plan Commission under Resolution
#P.C. 77-95, and
WHEREAS, A Building, Site and Operation plan for a car wash
WHEREAS, Noise levels of the car wash facility are not in
of approval of Resolution P.C. 17-95 as it was the impression of
keeping with the understanding of the Plan Commission at the time
the Commission that the car wash facility would consist of very
low or no noise, "state of the art" equipment, and
WHEREAS, Complaints have been received by business and
residential neighbors citing unacceptable noise levels emanating
form the car wash
facility.
WHEREAS, Several steps by the Johnny's Petroleum have been
taken to reduce the noise levels such as: an agreement with the
homeowner's association of Kristin Downs Subdivision to plant 18,
six foot high minimum, coniferous trees along the south lot line
of the subject property; retro-fitting of the blowers to decrease
the noise produced by same; repair and maintenance of the rear and
the wash cycle of the facility, and
front doors to insure that they remain closed during operation of
WHEREAS, As a result of blower retro fitting, noise level
readings at the Muskego Fire Station have been reduced from 80
decibels to 65-70 decibels with further measures such as noise
dampers and acoustical tiles yet to be installed.
BE IT FURTHER RESOLVED, That this finding of substantial
conformance is contingent upon: the planting of 18, six foot high
minimum, coniferous trees along the south lot line of the subject
property; the completion of the retro fitting and continued
maintenance of the blowers.
BE IT FURTHER RESOLVED, That the blower time for the car wash
will be reduced to 60 seconds and that the hours of operation for
the blowers be restricted from 1O:OO PM to 6:OO AM seven days a
week, until staff can determine if there is sufficient setback
area to elongate and enclose the blower operation of the car wash
and if it is feasible to enclose the entire structure.
BE IT FURTHER RESOLVED, That the two rear facing spot light
fixtures at the car wash be changed to sodium vapor fixtures.
