APPROVAL OF INSERT TO CITY OF MUSKEGO SEWER SERVICE AREA REPORT
PROPOSED BY SEWRPC
WHEREAS a public hearing was held on November 3, 1981,
to obtain public reaction to the Proposed Sanitary Sewer Service
Area boundaries derived through meetings between the City
Plan Commission and Southeastern Wisconsin Regional Planning
Commission, and
WHEREAS SEWRPC has prepared the attached proposed insert
to the City of Muskego Sewer Service Area Report on Page 19 under
the title "Public Reaction to Proposed Sanitary Sewer Service
Area".
THEREFORE BE IT RESOLVED that the Plan Commission of the
City of Muskego does hereby approve the insert as proposed by
SEWRPC and attached hereto.
BE IT FURTHER RESOLVED that the Plan Comission does hereby
request SEWRPC to prepare the final report and submit it to the
Plan Commission for review and recommendation to the Common
Council.

A public hearing was held on November 3, 1981, for the purposes of receiving
comments on the refined sanitary sewer service area as shown on Map 5, whlch
reflects the sewer servlce area as tentatlvely agreed-upon by the local govern-
mental officials concerned. This formal public hearing was sponsored jointly
by the City of Muskego Plan Commission and the Regional Plannlng Commission.
Nineteen persons attended this hearing, the minutes of which are set forth in
Appendix A of this report. Written statements were receLved from Mr. Scott F.
Krause, owner and manager of the Muskego Lakes Country Club, by letter dated
October 27, 1981; and from Mr. Raymond Wallner, a property owner in the City
of Muskego, by letter dated November 3, 1981.
In his letter, Mr. Krause lndicared that he had been advised in previous years
that the provision of sanitary sewer service through the Milwaukee Metropolitan
Sewerage District (MMSD) could be expected by 1985 in the area of his property,
located in the Northeast quarter of Section 26, Township 5 North, Range 20
East, City of Muskego, and nearby developed and undeveloped areas. Mr.
Krause's property is shown on Map 6. It was suggested by Mr. Krause that this
area, in the viclnity of Ryan Road, Boxhorn Drive, and Groveway Lane, could be
considered for connection to the Milwaukee system in the future, if sewer
service were extended to the Durham Hill area (area in the viclnlty of the
intersection of STH 36 and CTH 00). He noted that the connectlon distance
between the Durham Hill area and his property was about one mile. Mr. Krause
suggested that the issues surroundlng the provision of sanitary sewer servlce
could not be resolved unless and until the lawsuit between the suburbs (in the
contract sewer service area of the MMSD) and the MMSD itself is settled.
Accordingly, Mr. Krause suggested that the sewer service area refinement plan-
ning be postponed until the lawsuit and conflicts were resolved concerning the
cost-sharing between the suburbs and the Sewerage District itself.

0 The subject area discussed by Mr. Krause lies within an area which has been
proposed to be served by the ultimate construction of the Ryan Creek trunk
sewer of the Metropolitan Sewerage Distrlct. Durlng the public hearing, it
was noted that the MMSD had deferred construction of thls trunk sewer until
after year 2000. Based upon the forecast population and employment levels and
attendant land use needs for the Muskego area, the extenslon of sewer service
to the northern and western sections of the City--thus excluding those areas
noted by Mr. Krause--would afford ample growth potentlal for the Clty. It
should also be noted in this respect that the Ryan Creek trunk sewer is
included in the ultimate development plan of the MMSD and proposed in that
plan to serve portions of the City of Muskego, and that an additlon to the
Muskego sewer service area could accordingly be prepared when the construction
of the Ryan Creek trunk sewer becomes imminent. The revlsed servlce area
would be utilized as a basis for the sewer design work. Based upon the above
consideratlons, it was concluded by the City Plan Commission that the areas
discussed in Mr. Krause's letter should not be added to the sewer service area
at this time. It was further concluded that it would be desirable to proceed
with the service area delineation at this time, since the sewer service area
boundaries would not be affected by the results of the litigation between the
suburban communlties and the MMSD.
In a letter dated November 3, 1981, Mr. Raymond Wallner inquired as to the
feasibility of including within the sewer service area three parcels of prop-
erty, as shown on Map 6. Two of the three parcels of land are not included in
the proposed year 2000 sanitary sewer service area. One of these is located
in the Northeast quarter of Section 29, Townshlp 5 North, Range 20 East, City
of Muskego. The second is located in the Northeast quarter of Section 20 and
the Northwest quarter of Sectlon 21, Township 5 North, Range 20 East, City of
Muskego. The provision of sewer service to the first property noted above
would requlre the constructlon of about 8,000 lineal feet of force main and/or
of sanitary sewer, while the provision of service to the second parcel would
require the constructlon of about 2,000 lineal feet of force main andfor
sewer. Both of the areas are also included in the area ultimately expected to
be served by the Ryan Creek trunk sewer. As previously noted, the year 2000
forecast population employment and land use needs for the Muskego area can be
adequately met wirhin the service area as delineated prior to the public 0

hearing. Thus, it was agreed by the City Plan Commission that these two areas
should not be added to the service area at this time.
A third area was ldentified by Mr. Wallner to be considered for sewer service.
That area is located in the Southwest quarter of Sectlon 16, Township 5 North,
Range 20 East, City of Muskego. This area was already included in the planned
sewer service area as presented during the public hearing. Accordingly. no
changes in the sewer service area were deemed necessary for this area.
One other question was raised by those In attendance at the hearing. This
concerned the possibility of extendlng the limits of the sewer service area
southerly from STH 24, to the south llne of Sections 17 and 18. rather than
north along Woods Road to STH 24, and thence southwest along STH 24. Such a
proposal would cause the service area boundary to spllt two parcels of land.
The area under consideration is also in the area ultimately expected to be
tributary to the Ryan Creek trunk sewer. Thus, it was concluded by the City
Plan Commission that this change should not be made at this time.
Based upon the comments made at the hearing, it was concluded by the Clty Plan
Commission that the proposed year 2000 Muskego sewer service area should
remain as noted on Map 5. The sanitary sewer service area totals about __
square miles, or about-percent of the total study area. This flnal sanitary
sewer service area includes - square miles of primary environmental corri-
der, __ square miles of secondary environmental corrldor, and - square
mlles of isolated natural areas.
The planned year 2000 resident population of would be accommodated
within this sanitary sewer service area, resulting in an overall population
density of about housing units per acre, assuming about 90 percent of
the area is developed by the year 2000 and assuming an average household size
of persons. This density represents a mix of the SEWRPC-recommended low
and medium land use density range. More detalled dellneatlons of the environ-

photographs reproduced as Map 7. e
