PCR1974032RESOLUTION #P. C. 32-74 ~~ 0 (REVISED) RECOMMENDATION OF DENIAL FOR SCHAEFER FARMS PUNNED DEVELOPMENT WHEREAS a petition to rezone approximately 143 acres of the George Schaefer property in Sections 8 and 17 from RS-1 and RS-2 to RS-2 with an OPD planned development overlay has been before the Plan Commission for consideration, and WHEREAS the petitioners have appeared before the Plan Commission periodically with the city's planning consultant, and several times presenting different proposals and have also met multi family units, 60 patio homes, and 40 single family lots, totalling WHEREAS the final proposal submitted includes a mixture of 160 260 units plus a future business center, and WHEREAS the planning consultant has submitted a recommendation dated April lbth, 1974, in which he suggests that this site be developed as single family using the planned development approach under the existing zoning and that a density of under 250 units be maintained, and 'WHEREAS the Plan Commission is of the opinion that any proposed development for the George Schaefer property should be under the existing zoning, that is single family, or with a planned development overlay as single family, and amount of land already zoned for multiple family units to provide for WHEREAS the Plan Commission feels that the city has a sufficient the city's needs, and WHEREAS the comprehensive plan adopted by the Plan Commission April 3, 1973, does not indicate any multi family in this area, and WHEREAS in accordance with Section 6.02 of the Muskego Zoning Ordinance, the Plan Commission shall make its recommendation to the proposed zoning change, the suitability of the building, site and Common Council as to the appropriateness and desirability of the development plans, after which the Common Council shall cause a public hearing to be held. THEREFORE BE IT RESOLVED that the Plan Commission of the City of Muskego does hereby recommend to the Common Council that the petition submitted to rezone the George Schaefer property to RS-2 with an OPD planned development overlay be denied because (1) the comprehensive plan does not indicate any multi family in this area, (2) the city has a sufficient amount of land zoned multiple family to provide for the city's needs and (3) that any proposed development should be single family under the existing zoning with a planned development overlay. C. 32-74 (Revised) BE IT FURTHER RESOLVED that this recommendation is also based on Section 6.02 (5) C. 1. of the Muskego Zoning Ordinance that states in part that 'The Plan Commission shall satisfy themselves that in the case of proposed residential developments that such development will create an attractive residential environment of sustained desira- bility and economic stability, compatible with the character established for the area by the community General Plan, and where the economic impact of the development in terms of income levels, property values, which could be anticipated under the basic zoning." and service demands is at least as beneficial to the community as that City of Muskego Plan Commission Deferred 4/16/74 6/4/74 6/18/74 Adopted JUL 1 6 1974 Defeated b js 7-16-74
