APPROVAL OF AN AMENDED BUILDING SITE AND OPERATION PLAN FOR VEOLIA

LOCATED IN THE NE ¼ OF SECTION 36 (TAX KEY 2301.998 / 10629 South 124 St)

WHEREAS, On August 23, 2011 a submittal was received from Veolia located along 124 St in
the southeast corner of Muskego (Tax Key No. 2301.998), and
WHEREAS, The property is zoned M-3 Landfill/Extractive and allows landfill activities by right,
and
WHEREAS, The 2020 Comprehensive Plan shows this property as landfill uses and the proposal
is consistent with the plan, and
WHEREAS, The proposal is to construct an approximate 5,894 sq. ft. building to house the
equipment required to process and pump the methane gas generated by the landfill to the Jones
Island sanitary treatment facility in Milwaukee, and
WHEREAS, The structure proposed will consist of a 32’ wide x 32’ tall x 139’ long metal sided
building to house equipment and a 48’ wide x 14’ tall x 32’ long masonry building for electrical
controls, offices, and meeting room, and
WHEREAS, The main part of the structure is proposed to constructed out of prefinished metal
wall panels and the office portion of the structure is proposed to be constructed out of split and
smooth face block and the colors of the structure will be of grey tones, and
WHEREAS, This area of the city would be governed by the General Design Guide and the guide
calls for 50% masonry product unless the Planning Commission finds reasons not to apply the full
extent of the guide, and
WHEREAS, The architecture of the proposed structure meets the standards for the rest of the
structures on the Veolia site where the buildings cannot be seen from the public point of view,
and
WHEREAS, The equipment in the structure will run 24 hours a day, 365 days a year and will be
continuously monitored by one employee on site approximately ten (10) hours a day, and
WHEREAS, Some exterior equipment will be kept outside of the west side of the structure and
this equipment will consist of chillers and aftercoolers which are part of the methane gas
extraction operations, and
WHEREAS, No significant noise impacts will be found from these outside units as they operate at

low sound and are found over 2000 feet from the nearest dwelling on 124 St while being
surrounded by the building and other earthen topography.
WHEREAS, The proposed building will be internal to the property and will not be visible from any
surrounding roadway as the landfill site is protected by various landscape berms and existing
th
structures along 124 Street, and
WHEREAS, The proposed structure will be approximately 1,000 feet into the site from the
roadway.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amended Building,
th
Site and Operation Plan for Veolia located along 124 St (Tax Key No. 2301.998).
BE IT FURTHER RESOLVED, Approvals from the Engineering Division of grading plans are
required before the issuance of building permits.
BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building
Department and that all aspects of this plan shall be maintained in perpetuity unless otherwise
authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this
resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or
both.
