PCR2010058 AMENDED RESOLUTION #P.C. 058-2010 APPROVAL OF A CONDITIONAL USE GRANT FOR A MINI STORAGE FACILITY FOR NATURESCAPE LOCATED IN THE NW ¼ OF SECTION 16 (GEMINI DRIVE / TAX KEY NO. 2222.984.009) WHEREAS, Plans were submitted by Todd Furry on June 4, 2010 for a Conditional Use Grant for Naturescape in the Muskego Business Park at the property located in the NW ¼ of Section 16, and WHEREAS, The petitioner is proposing to construct and operate a 34-unit self storage (mini-storage) building on a vacant lot within the Business Park, and WHEREAS, Naturescape will use 5-10 units within the building for their landscape company equipment and the other units will be leased to the public for storage, and WHEREAS, Said property is currently zoned M-2 General Industrial District and said use is a permitted use by Conditional Use Grant, and a public hearing has been scheduled before the Plan Commission on July 6, 2010, and WHEREAS, The 2020 Comprehensive Plan identifies this lot as Industrial Uses, which is consistent with the proposal, and WHEREAS, The proposal conforms to the bulk requirements of the zoning district, and WHEREAS, Said parcel will be serviced by municipal sanitary sewer and municipal water, and WHEREAS, The building is proposed to be clad with a mix earth tone colored river rock, cultured stone, taupe colored cement board siding, tan fascia and trim, and wood simulated dimensional asphalt shingles, and WHEREAS, The front and back elevations are proposed to contain about 53% masonry/stone with the remainder of the elevation being the cement board siding, and WHEREAS, The side elevations consist mostly of the overhead doors for the storage units with cement board siding on the wall areas and there is only about 16” of space in between each set of doors, once the trim is placed around each door, which does not leave much space, if any, for any stone, as is used on the front and rear facades, and WHEREAS, A landscape plan has been submitted and shows a good amount of plantings throughout the property, with most of the landscaping is concentrated towards the front of the property, shielding the view from the street, and WHEREAS, The building is proposed to be centrally located on the site surrounded by paved driveways for access (24-27 feet wide), and WHEREAS, The site is proposed to be completely enclosed with a 5-foot tall ornamental black aluminum fence, and WHEREAS, There will be no employees on site, but the main Naturescape location is about four miles down Janesville Road and staff will be there to help maintain and watch over this site, and WHEREAS, The hours when the business equipment/storage would typically be used would be Sunday-Saturday from 7:00 AM until 5:00 PM and the public access will be accessible 24 hours a day via a keypad entry gate, and WHEREAS, No outdoor storage is proposed or allowed on site at any time, and WHEREAS, The proposal states that there will be wall lighting installed on the building, but no details or a photometric plan have been submitted at this time, and WHEREAS, Some signage details have been provided at this time for a monument sign, and WHEREAS, The BSO petition is within the Redevelopment District #3 and the improvements that are being proposed work towards the clean-up and improvement efforts and goals that the plan identifies and this proposal will be contingent upon CDA review and comments. THEREFORE BE IT RESOLVED, That the Plan Commission approves of a Conditional Use Grant for Naturescape Mini Storage in the Muskego Business Park at the property located in the NW ¼ of Section 16. BE IT FURTHER RESOLVED, That a 4-foot horizontal band of cultured stone be added along the bottom on both ends of the building with the vertical cultured stone on both sides and cement board siding above the horizontal band of cultured stone. BE IT FURTHER RESOLVED, That staff is recommending that since there is no masonry/stone on the side elevations, that additional landscaping be added along the sides of the property to help further screen these elevations. BE IT FURTHER RESOLVED, That a final landscape plan needs to be submitted before building permits can be issued. BE IT FURTHER RESOLVED, That the proposal is near the size that may require a storm pond and review from the Engineering Division is pending and any Engineering comments must be fully addressed before building permits can be issued. BE IT FURTHER RESOLVED, No outdoor storage or display is allowed on site at any time, including, but not limited to trailers, trucks, cars, materials, boats, campers, etc. BE IT FURTHER RESOLVED, That any dumpsters/refuse containers and any mechanical devices must be screened with proper screening devices that must be approved by the Planning Division. BE IT FURTHER RESOLVED, That the final lighting details and a photometric plan will need to be submitted before building permit can be issued. BE IT FURTHER RESOLVED, That all signage will need separate sign permits and the location or size of the proposed sign may need to be altered slightly to meet the Zoning Code requirements. BE IT FURTHER RESOLVED, That any bollards must be painted to match the colors of the principal structure. BE IT FURTHER RESOLVED, That any changes to the operations of the business or any changes to the exterior of the building/site will require Planning Division and/or Plan Commission approvals. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Community Development Department and that all aspects of this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
