PCR2010056 RESOLUTION #P.C. 056-2010 APPROVAL OF A BUILDING SITE AND OPERATION PLAN AMENDMENT FOR EJ SALENTINE LOCATED IN THE NE ¼ OF SECTION 2 (S66 W1444 JANESVILLE ROAD / TAX KEY NO. 2165.973) WHEREAS, On May 17, 2010 a submittal was received from Burback Builders for a BSO Amendment for EJ Salentine Buick located at S66 W1444 Janesville Road (Tax Key No 2165.973), and WHEREAS, Salentine’s has received news that they are getting back their General Motors franchise to be able to sell new Buick’s again, and WHEREAS, Salentine’s has also picked up a franchise for Mahindra Trucks, which this new proposal deals with, and WHEREAS, The petitioner requests approvals for some building/site alterations for the operations of the new Mahindra showroom area, and WHEREAS, The new showroom will be located at the east corner of the existing building and will include the following improvements:  Add three – 7’x 8’ store front windows along with a 3’ store front door on the front façade,  Add three – 6’ x 2’ transom windows on the upper portion of the east façade,  Add a 5’-6” entry landing area leading into the new showroom, similar to the existing showroom entry, and WHEREAS, There also is a new 5’-6” roof extension proposed that will link the existing show room with the new showroom outdoors, and WHEREAS, The new features/materials are proposed to match the existing features/materials, and WHEREAS, This approval includes the entry feature that Mahindra may require the installation of, but it will not be known until a later date if this will be required by Mahindra, and WHEREAS, The property is within the auspices of the General Design Guide and the Historic Crossroads Design Guide, but due to the nature of the non-substantial improvements, there are no specific guidelines that apply, and WHEREAS, No new signage is proposed at this time, and WHEREAS, No additional or new exterior mechanicals devices (i.e. transformers, HVAC units, meters, etc.) are proposed or approved at this time, and WHEREAS, Some basic info has been provided regarding new lighting, but more details will need to be provided before building permits can be issued, and WHEREAS, The 2020 Plan depicts the area for commercial uses and the proposals are consistent with the 2020 Plan, and WHEREAS, The zoning of the property is B-3 General Business District and the proposed uses are consistent with the B-3 zoning, and WHEREAS, The BSO petition is within the Redevelopment District #1, but due to the nature of the alterations, there are no specific guidelines that apply to this project. WHEREAS, The development is served by City sewer/water, no storm pond is required, and approvals from the Engineering Division of grading plans, if applicable, are required before the issuance of building permits. THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amended Building, Site and Operation Plan for EJ Salentine Buick located at S66 W1444 Janesville Road (Tax Key No 2165.973). BE IT FURTHER RESOLVED, That all new materials/features must match the materials/features on the existing building. BE IT FURTHER RESOLVED, That if the Mahindra entry feature is required to be installed, a Building Permit will be required for its installation. BE IT FURTHER RESOLVED, Any proposed signage will require formal permits from the Planning and Building Divisions. BE IT FURTHER RESOLVED, That specific details regarding new lighting will need to be submitted before building permits can be issued. BE IT FURTHER RESOLVED, That any new roof top and ground mechanicals (including HVAC devices, electrical transformers, etc.) shall be screened from view and/or incorporated into the design of the site/structure (screening, etc.) and should be approved by the Planning Division. BE IT FURTHER RESOLVED, That any bollards must be painted to match the colors of the principal structure. BE IT FURTHER RESOLVED, That any new handicap signs be incorporated into bored bollards. BE IT FURTHER RESOLVED, That no outdoor storage/display of any type is allowed on the site, except for vehicles for sale. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Community Development Department and that all aspects of this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
