APPROVAL OF A BUILDING SITE AND OPERATION PLAN AMENDMENT FOR
ALPINE LANES/AVALANCHE GRILL LOCATED IN THE NW ¼ OF SECTION 16
(S80 W18700 APOLLO DRIVE / TAX KEY NO. 2221.009)
WHEREAS, On May 17, 2010 a submittal was received from Burback Builders for a BSO
Amendment for Alpine Lanes/Avalanche Grill located at S80 W18700 Apollo Drive (Tax Key No
2221.009), and
WHEREAS, The proposed improvements for Alpine Lanes/Avalanche Grill include an addition
and some façade improvements, and
WHEREAS, The overall plan is to add 600 square feet of dining room/bar space off of the
southeast corner of the building and these improvements will include a complete renovation of the
interior restaurant/bar space, and
WHEREAS, The proposed building additions will also include a new main covered entry on the
east side of the building, along with a new and enlarged south entry, and
WHEREAS, A new deck/patio (400 square feet in size) is also being added outside of the
southeast corner of the building, and
WHEREAS, The entire southern and eastern facades will contain a band of cultured stone and
the upper portions of the walls will contain simulated log siding, and
WHEREAS, Along the east side of the building there will be five (5) new wood columns set on
tapered stone pedestals and these same pedestals will be added around the outside of the deck
area to create a barrier, and
WHEREAS, The planned improvements also include the addition of numerous windows along the
south and east facades and the existing roof, along with the roof of the additions, will be shingled
with dimensional asphalt shingles, and
WHEREAS, The northern façade will keep the existing CMU on the lower portion of the wall and
the upper portion of the wall will have the same simulated log siding added, and
WHEREAS, There currently are no proposed improvements for the western side of the building,
which are currently clad with a redish masonry material and contains a few mechanical devices,
three walk-in coolers, and some other miscellaneous storage, and
WHEREAS, The property is within the auspices of the General Design Guide, and the proposed
improvements work towards the goals of the guide, and
WHEREAS, There will be some limited parking lost on site, but ample parking will remain, and
WHEREAS, No new signage is proposed at this time, and
WHEREAS, There is some existing temporary signage on site that has not been approved and/or
is not allowed per code requirements, and
WHEREAS, No landscape plan as been submitted at this time, but the narrative notes that
landscaping is planned to be added at the base of the building along the south and east facades,
and
WHEREAS, No additional or new exterior mechanicals devices (i.e. transformers, HVAC units,
meters, etc.) are proposed or approved at this time, and
WHEREAS, No new lighting details have been provided at this time, and
WHEREAS, There were a few dumpster and other miscellaneous refuse containers on site.
WHEREAS, The 2020 Plan depicts the area for industrial uses and the proposals are consistent
with the 2020 Plan, and
WHEREAS, The zoning of the property is M-2 General Industrial District and the proposed uses
are consistent with the M-2 zoning, and
WHEREAS, The BSO petition is within the Redevelopment District #3 and the improvements that
are being proposed work towards the clean-up efforts and goals that the plan identify and this
proposal will be forwarded to the CDA for their review and comments, and
WHEREAS, The development is served by City sewer/water, no storm pond is required, and
approvals from the Engineering Division of grading plans, if applicable, are required before the
issuance of building permits.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of an amended Building,
Site and Operation Plan for Alpine Lanes/Avalanche Grill located at S80 W18700 Apollo Drive
(Tax Key No 2221.009).
BE IT FURTHER RESOLVED, The simulated log siding on the northern façade will be
extended down to the normal banding of cultured stone on the other facades.
BE IT FURTHER RESOLVED, The existing CMU on the northern facade must be freshly painted
to match the new features.
BE IT FURTHER RESOLVED, That since there are no improvements proposed for the western
elevation at this time, there needs to be some type of proposed improvements brought forward to
Planning staff before building permits can be issued and the improvements may possibly include
painting the walls and features to match the new building colors or to add some of the newly
proposed materials. The west façade will be painted the same color as the rest of the
building.
BE IT FURTHER RESOLVED, That any miscellaneous storage, specifically along the west side
of the building, must be removed and/or screened from view, except for the permanent fixtures
which are allowed to remain since they have existed for some time.
BE IT FURTHER RESOLVED, Any proposed signage will require formal permits from the
Planning and Building Divisions.
BE IT FURTHER RESOLVED, That all unapproved temporary signage must be removed
immediately.
BE IT FURTHER RESOLVED, That any new lighting will need Planning Division approvals to be
sure that all of the City’s lighting requirements are being met.
BE IT FURTHER RESOLVED, A formal landscape plan will need to be submitted and approved
by the City prior to the issuance of building permits.
BE IT FURTHER RESOLVED, That any new roof top and ground mechanicals (including HVAC
devices, electrical transformers, etc.) shall be screened from view and/or incorporated into the
design of the site/structure (screening, etc.) and should be approved by the Planning Division.
BE IT FURTHER RESOLVED, That if possible, the roof top mechanicals facing Racine Avenue
should be painted to match the color of the new roof in order to limit their visual impact.
BE IT FURTHER RESOLVED, That any dumpsters/refuse containers will all need to be screened
with an enclosure (board-on-board fencing or similar) that will need to be approved by the
Planning Division.
BE IT FURTHER RESOLVED, That any bollards must be painted to match the colors of the
principal structure.
BE IT FURTHER RESOLVED, That any new handicap signs be incorporated into bored bollards.
BE IT FURTHER RESOLVED, That no outdoor storage/display of any type is allowed on the site.
BE IT FURTHER RESOLVED, That since a new outdoor area is being proposed, the petitioner
must check with the Clerk’s Office to make sure their liquor license is amended appropriately.
BE IT FURTHER RESOLVED, That the door to the outside deck will be relocated to inside
the bar area.
BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Community
Development Department and that all aspects of this plan shall be maintained in perpetuity unless
otherwise authorized by the Plan Commission.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this
resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or
both.
