COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #246- 2007 RESOLUTION TO ESTABLISH THE WAGES WHICH SHALL BE PAID BY THE CITY OF MUSKEGO TO ITS NON-UNION EMPLOYEES The Common Council of the City of Muskego does hereby resolve as follows: Section 1. Strategic Goal #: (for future use) From: City Administrator Presenter(s): Jennifer Sheiffer'~ ~:( Subject: Topic for Presentation/Report to Common Council: Es~~i1Ìng the specific wages to be paid by the City to its' non-union employees Date: December 5,2007 Background Information: Chapter 65 of the Wisconsin State Statutes covers municipal budgeting. Section 65.02(8) requires that the Council act to specifically set wages/salaries for all positions. For union employees this requirement is met by public Council approval of union contracts. Wages for non-union positions are set by Council resolution or ordinance. The resolution or ordinance must be published in the newspaper. Key Points and/or Information for Discussion (Maximum of 5): 1. The intent of the requirement is to provide openness and public awareness of public wages/salaries being paid to public employees. 2. The resolution as drafted adjusts existing wages by 2.5% which assumes this is the cost ofliving adjustment approved by the Council. 3. Settled labor agreements with AFSCME provide a 2.5% increase in wages for 2008. The increase provided for in the Police Association labor agreement is 2.0% for 1/1/08 and 1.5% for July I, 2008. (Police negotiated a higher adjustment because comparables showed they were falling behind the middle of wages of comparables.) 4. The adopted 2008 budget included 2.5% for non-represented cost of living adjustments. 5. Merit pay is noted in Section II of the resolution but is not included in the amounts listed because it is as yet undetermined.
