COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #227-2007 REJECTION OF BIDS Pilak Creek Stream Bank Stabilization Project WHEREAS, The City advertised for bids for the Pilak Creek Stream Bank Stabilization Project and the following bids were received: Contractor Base Bid WESTERN CONTRACTORS, INC. $ 134,375.00 HENRY R. MAROHL, INC. $ 66,547.50 WOLESKE CONSTRUCTION $ 217,066.00 C. W. PURPERO, INC. $ 81,987.50 GREENER VALLEY LANDSCAPE, INC. $ 56,375.00 WHEREAS, The project would provide improvements to stabilize the eroded bank along the property at S81 W17963 Reise Drive; however, the affected property owner does not support the project; and WHEREAS, The City Engineer has determined that the general consensus of the Reise Drive property owners is to do nothing at this time; and WHEREAS, The Public Works Committee has recommended that all bids for the project be rejected. NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego, upon the recommendation of the Public Works Committee, does hereby reject all bids submitted for the Pilak Creek Stream Bank Stabilization Project because the affected property owner does not support the project at this time. White, P.E., City Engineer ì>~ Subject: Bids for Pilak Creek Stream Stabilization Project Date: November 20, 2007 Background The City entered into a professional services agreement with Bonestroo and Asso. in October 2005 to peñorm a stream bank analysis and stabilization design for Pilak Creek from Reise Drive to Woods Road, a distance of 2900 lineal feet. A DNR Chapter 30 permit application was submitted in March 2006 and approved in April 2006. During the Chapter 30 permit review process, the DNR instructed the City and Bonestroo to submit a Deer Farm Fence Certificate application because approximately 400' downstream from Reise Drive is an old deer farm. According to DNR representatives, the deer farm has potential CWD environmental contamination and working along and downstream of the deer farm requires all topsoil to be stripped and landfilled and all stripped areas to be covered with new clean soil. This work would be very expensive and it was decided that no work would be done from the deer farm downstream to Woods Road. The 2007 budget included money for a scaled back Pilak Creek project which included work on the west bank from Reise Drive to 250' downstream. The work is best accomplished in winter therefore a schedule was set to bid in fall for winter construction. Bids were opened on October 25, 2007 for the above subject project as follows: Bidder Base Bid Greener Valley Landscape, Inc. Henry R. Marohl, Inc. C.W. Purpero, Inc. Western Contractors, Inc. Woleske Construction, Inc $56,375.00 $66,547.50 $81,987.50 $134,375.00 $217,066.00 The construction estimate for this project is $55,000. Recommendation for Action by Public Works Committee: The project would provide improvements to stabilize the eroded bank along the property at S81 W17963 Reise Drive. The property owner was advised of the project when the Chapter 30 permit application was submitted but just now sent a letter stating no support for this project. I have met with another area property owner S:\CITYHALL\Engineering\Stonn Water Management\Pilak creek\Reject Bids memo 111907.doc . . . who stated that the general consensus of the Reise Drive neighborhood is to do nothing. The plans are complete and can be kept on the shelf should the need to do the project arise in the future. The Public Works Committee recommends that the Common Council reject bids received for the Pilak Creek Stream Stabilization Project.
