CCR2007212. . . COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION 212-2007 ESTABLISHING AN AD HOC COMMITTEE TO MAKE RECOMMENDATIONS FOR ESTABLISHING ONE DEPARTMENT FOR FIRE/RESCUE SERVICE FOR THE CITY OF MUSKEGO WHEREAS, in June, 2006 the Common Council contracted with System Planning Corporation to develop a Master Plan for the provision of fire/rescue service for the City; and WHEREAS, in March, 2007 the completed "Master Plan for Provision of Fire/Rescue Service" was presented to the Common Council; and WHEREAS, the Master Plan includes thirty-six (36) recommendations for change to the current City arrangements for provision of fire/rescue services; and WHEREAS, the Common Council, Tess Corners Volunteer Fire Department and Muskego Volunteer Fire Company studied the recommendations (June - October, 2007) with the intent of addressing the Master Plan recommendations; and, WHEREAS, the Common Council, following that process has now determined that it is prudent and in the best interests of the City to provide Fire/Rescue Service for the City by contracting with a single Volunteer Fire Rescue Department. NOW, THEREFORE, BE IT RESOLVED, an ad hoc committee named Fire/Rescue Service Committee is hereby established by the Common Council as brought forward by the Mayor (in accordance with Section 2.09 (4) of the Municipal Code) and, BE IT FURTHER RESOLVED, said Committee shall be charged with making a written report to the Common Council by April 1, 2008 and specifically the written report from the Fire/Rescue Service Committee should make recommendations concerning the following: . Specific terms and conditions of a single Fire/Rescue annual services agreement that provides for fire and rescue service for the City by Tess Corners Volunteer Fire Department . Issues and conditions affecting the equity and fairness of the integration of the Fire Fighters from both departments, the leadership of both departments and the tradition and history of both departments (i.e. participation of current volunteers, current officer status, retention program, Department name) . Make-up and role of future standing City Fire/Rescue Service Committee to ensure regularly scheduled dialog between the City and Volunteer Fire/Rescue Department . . . . Implementation of Outstanding Tri-Data Fire/Rescue Study recommendations BE IT FURTHER RESOLVED, Fire/Rescue Service Committee members shall be appointed by the Mayor with the approval of a majority of the Common Council and said Committee shall consist of the following members: 1 Individual to serve as Committee chair with proven leadership skills to assist Committee in completing their charge 2 Common Council representatives 2 Citizen members 1 Member with professional technical expertise in fire service field (ex-officio member) 1 Representative of Muskego Fire Department (to be determined by Fire Department) 1 Representative of Tess Corners Fire Department (to be determined by Fire Department) BE IT FURTHER RESOLVED, said Fire/Rescue Service Committee shall upon submission of the written report to the Common Council and thus completion of the work for which said Committee is charged shall dissolve.
