Box 749 Muskego, WI 53150-0749 RE: Scope of Services for Well No. 13 Pumping Station Design and Construction Services Dear David: As requested at the August 20, 2007 Public Utilities Committee meeting, we are hereby presenting our proposed scope of services and level of effort for the design of the referenced project. The basic services provided for this project will include, and be covered by those services referenced in our Agreement for Professional Services (AGREEMENT) with the City, dated December 15, 2003. More specifically, the following basic services in the AGREEMENT will be used: . Preliminary Design Phase - Section 1.3 . Final Design Phase - Section 1.4 . Bidding or Negotiating Phase - Section 1.5 . Construction Phase - Section 1.6 In addition, or as a supplement to these basic services, specific services for this project will include the following: Water Pump Station and Treatment Facility Proiect Description: Municipal water pumping station with on-site treatment for removal of naturally occurring iron from the well water. Rates of up to 2,500 GPM must be treated at a filter loading rate of 7 GPM/FT2 of filter surface area. 1. Determine if the filter backwash waste can be discharged directly to nearby sanitary sewers or if a backwash waste holding tank is needed, or a combination. 3. Prepare complete design of the facility including drawings and specifications for bidding purposes. Design site planning, erosion control, architectural, structural, mechanical, electrical, HV AC and plumbing aspects of the project. Include design of treatment for removal of naturally occurring iron using pressure filtration. 4. Perform design survey(s) needed to prepare a site plan design. 5. Provide an opinion of probable construction cost for the facility. 6. Submit completed design drawings and specifications to DNR. approval. Obtain DNR 7. Obtain necessary approvals from City planning and developer as required per developers agreement and City ordinances. 8. Prepare bidding documents, including advertisement for bids, proposal form, general and supplementary conditions, instructions to bidders, bonds and insurance forms. Bidding documents will be prepared in CSI format. 9. Publicly bid the project. Prepare and distribute addenda as necessary to clarify project requirements. Respond to questions from potential bidders. Review bids and recommend award. Appear before the Public Utilities Committee to present and discuss the recommendation. 10. Obtain required Wisconsin Department of Commerce and Public Service Commission approvals. 11. Prepare contract documents for execution by the contractor. Assist with processing contracts. 12. Perform construction survey( s) as required. b. Make site visits at intervals appropriate to the various stages of construction to observe progress and quality of work. Keep City informed of the progress of the work. Include at least one site visit per week during construction. c. Identify defective work, if any, and recommend to City that such work be disapproved and rejected as necessary. d. Provide clarifications and interpretations of the contract documents. e. Review and take appropriate action with respect to shop drawings, samples and other data which contractor is required to submit. f. Review contractor's applications for payment and supporting documentation and recommend amounts to be paid to contractor. 14. PerfOlm an inspection of the work to detennine status of substantial completion at the appropriate time. Prepare a Certificate of Substantial Completion and punch list(s) based upon results of the inspection. 15. PerfOlm an inspection of the work to determine final completion status at the appropriate time. Be on site to assist with startup and adjustment or equipment and systems. 16. Receive and review bonds, certificates, inspection and test documents and record documents. Upon detennination such records and documents are satisfactory, transmit to City. Total estimated engineering related fees for the project represent about 11 percent of estimated construction costs. The estimates for the first three items above are based upon previous similar projects and may change slightly in distribution between phases but will not be exceeded without approval. The construction phase number is an hourly estimate based upon similar projects and may change up or down dependent upon contractor performance and final design parameters. Contractor performance can significantly affect contract administration and on-site hours. We will not exceed the estimate without approval. Reimbursables are over and above these costs and are estimated at $3,000. Please indicate your acceptance of this proposal by having the appropriate official sign the attached page on each of 3 copies of this proposal and return two to our office. White, P.E., City Engineer~ Subject: Design and Construction Services Agreement for Well 13 Pumpstation Date: September 19,2007 The City has completed the drilling and construction of well 13 in Quiet East II subdivision on Knollwood Court. The well has been test pumped at rates up to 2200 gallons per minute. This a large capacity well. The well water has a high iron concentration and repeated sampling results indicate that the iron will go higher as the well is pumped. The City conducted a pilot test on iron removal systems and submitted the results to WDNR for approval. The next step is to design the pumpstation with iron filter, filter backwash holding tank and standby generator. Attached is the Ruekert/Mielke agreement that outlines the engineering tasks necessary to complete the design, bidding and construction administration for of well 13 pumpstation. The total fee is $211,400 with the fees for each part of the process as follows: Preliminary Design: $37,400 Final Design: $72,200 Bidding Phase: $6900 Construction Phase: $91,900 Reimbursable Expenses: $3000 The preliminary construction cost estimate for the pumpstation is $1,995,000. Funds will have to borrowed prior to bidding out the construction plans. Recommendation for Action by Committee: Public Utilities Committee has recommended approval of this engineering services agreement with Ruekert/Mielke in the amount of $211,400.00. Funds for this agreement are available in the Water Utility operating capital account.
