APPROVAL OF A BUILDING SITE AND OPERATION PLAN
FOR RAS DELIVERY SERVICESPROTOTYPE STAMPING LLC LOCATED IN THE NW ¼ OF SECTION 16
(WEST END OF ENTERPRISE DRIVEGEMINI DRIVE / TAX KEY NO.2222.984.009)
WHEREAS, On MayMarch 196, 2008 plans were submitted by Mark FredingVenture Development for a Building, Site and Operation Plan for RAS Delivery ServicesPrototype Stamping LLC. located
in the NW ¼ of Section 16 (Gemini Drive / Tax Key No. 2222.984.00911), and
WHEREAS, Said property is currently zoned M-2 General Industrial District and said use is a permitted use with Building, Site, and Operation Plan approval, and
WHEREAS, The parcel is currently a vacant lot on Gemini Drive, just to the west of Award Manufacturing, and
WHEREAS, Said parcel will be serviced by public sewer and water facilities, and
WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s General Design Guide, and
WHEREAS, The petitioner requests approval for aa 4,752 ,826square foot building on the southwest end of Enterprise Drivethe property, and said structures appear to meet the requirements
of the zoning ordinance in accords to the setbacks, offsets, open space, and floor area ratios of the site, and
WHEREAS, Prototype Stamping LLC will be occupying the building and their business work consists of short run sheet metal stampings, general machining, and wood patterns, and
WHEREAS, At this time the building is only going to be for this single tenant, and
WHEREAS, The business will employ 1 to 3 employees and their hours will be from 6 AM to 5 PM The business anticipates 20 employees with hours Monday to Friday from 7 am to 5 pm, an,
and
WHEREAS, Approximately only one customer a week will be at the site and the site receives about two truck deliveries a month, none of which will involve over night parking, andd
WHEREAS, The height of the structure is limited to 35 feet by the current zoning and the structure meets this requirement, and
WHEREAS, The building elevation for the front and the two sides average out to 50.7 % masonry product (brownish /tan masonry veneer) with the rest of each elevations being beige prefinished
metal siding, and
WHEREAS, The rear elevation is proposed to be all beige prefinished metal siding because the owner has stated that their plans include a possible future expansion off the rear of the
building, and
WHEREAS, The breakdown of masonry product on each side of the building is as follows:
· Front = 43%
· West Side = 53%
· East Side = 56%
· Rear = 0% (owner stated future expansion area), and
WHEREAS, The roof is proposed to be covered with a brown prefinished metal, and
WHEREAS, The building elevations show colors and materials that will compliment each other, consistent with the General Design Guide, and
WHEREAS, Some curbing is currently shown on the site and the entire site will need to have curbing throughout, with the only possible exception to this requirement being along the
southeastern portion of the parking lot. This will depend on the comments from the pending Engineering review, which will determine this, and
WHEREAS, 28 Nine (9) parking stalls are shown for the building with one (1) being for handicap use, and said parking stalls appear to meet the parking requirements for industrial
uses, and
WHEREAS, All parking stalls are shown to meet the 10 foot by 20 foot size requirement, and
WHEREAS, All driving lanes are illustrated currently at 30 feet in width or larger, and
WHEREAS, Fire access points and fire street concerns appear to meet the fire code requirements and a formal review by the Fire Department will occur once Building Permits are submitted
for, and
WHEREAS, General signage is depicted as a monument sign and a wall signs on the north façadeNo signage is depicted at this time and all signage but more signage will require permits
and approval through the Planning Department and/or the Plan Commission, and
WHEREAS, No lighting has been proposed at this time, and
WHEREAS, A landscape plan is part of the submittal and is being reviewed by the City Forester, and
WHEREAS, The development plan is currently being reviewed by the City’s Engineering Consultant for any stormwater and drainage concerns and any comments from the Engineer will need
to be addressed before building permits can be issues, and
WHEREAS, A dumpster enclosure is shown off of the southwest corner of the building on the plans but it may not be needed by the owner, and
WHEREAS, If the enclosure is installed it will either be constructed out of masonry materials or board-on-board fencing, and
WHEREAS, No building and site mechanicals, including but not limited to electrical transformers, gas and electric meters, HVAC units, etc. are currently shown on the plans.
THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted May 23by Mark Freding for Prototype Stamping LLC. located in the NW ¼
of Section 16.
BE IT FURTHER RESOLVED, That all roof top and ground mechanicals (including electrical transformers, gas and electric meters, HVAC units, etc.) shall be screened from view and/or incorporated
into the design of the site/structure (screening, etc.) and should be approved by the Planning Department.
BE IT FURTHER RESOLVED, That when building permits are submitted, details should be provided identifying the location and screening for all of these mechanical devices.
BE IT FURTHER RESOLVED, Any future exterior lighting, either free standing or on the exterior of the building, must get Planning Department and/or Plan Commission approval.
BE IT FURTHER RESOLVED, All signage (temporary and permanent) will require approval from the Planning Department and/or Planning Commission before installation
BE IT FURTHER RESOLVED, That any bollards must be painted to match the colors of the principal structure.
BE IT FURTHER RESOLVED, That all handicap signs be incorporated into bored bollards.
BE IT FURTHER RESOLVED, That no outdoor storage of any type is allowed on the site, including but not limited to dumpsters, pallets, supplies, materials, equipment, and racking.
BE IT FURTHER RESOLVED, Final Engineering (grading, drainage etc.) approvals will be needed before building permits can be issued.
BE IT FURTHER RESOLVED, Any comments relating to the landscape plan review must be addressed before building permits can be issued.
BE IT FURTHER RESOLVED, If a dumpster enclosure is going to be constructed, the details relating to materials must be submitted to and approved by the Planning Department before the
enclosure is built.
BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspects of this plan shall be maintained in perpetuity unless otherwise authorized
by the Plan Commission.
BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action,
or both.
