PCR2008033 ./PCR2008033_files/filelist.xml RESOLUTION #PC 033-2008 Print 86 6 pt 6 pt 0   RESOLUTION #P.C. 033-2008 APPROVAL OF AN AMENDED BUILDING, SITE, AND OPERATIONAL PLAN FOR PARK ARTHUR LOCATED IN THE NE ¼ OF SECTION 4 IN THE CITY OF MUSKEGO WHEREAS, On February 20, 2008, plans were brought forward by the City’s Park and Recreation Board for an amended Building, Site and Operation Plan for Park Arthur located in NE ¼ of Section 4 (Tax Key Nos. 2173.994, 2173.993, 2173.991.003, & 2173.991.002 / College Avenue and Martin Drive), and WHEREAS, The newly submitted plans are an amendment to approvals Plan Commission previously gave to the park as per PC Resolution # 027-2006, and WHEREAS, The City Park and Recreation Department has determined that Park Arthur will fulfill Muskego’s larger community park needs, thus the new site plan has been brought forward, and WHEREAS, The Park Board approved the site (After an extensive approval process) and development plans for Park Arthur at their February 11, 2008 meeting, and WHEREAS, Park Arthur was purchased by the City of Muskego and has been set aside for a future active recreational site, and WHEREAS, The proposed site and development plan denotes the following present and future development for the site: 3.5 to 4 acres of open lawn areas for casual play and picnicking with open air shelters Playground- 3,500 to 4,000 square feet area in eastern portion of park near baseball area; possibility to add a small playground area on western portion of park near soccer area. Equestrian trail- approximately 1.8 miles Hiking and walking trail- approximately 1.1 mile; this trail could have a portion of hard surface trail for ADA accessibility and year round use. Boardwalk trail in wetlands. Ice hockey - 37,500 square feet of total area, including buffer area. Winter sledding hill- approximately 5 acres; spring, summer and fall use as open space and casual play. Pavilion with restrooms, warming area, shelter, concessions, storage. Archery range- approximately 21,000 square feet, or .48 acres. Weed harvest management area with educational signage.-approximately 2 acres of area, and potential alternative use for open space, storm water management or overflow parking. Three lighted baseball fields with 200 foot outfield distance.- 2.6 acres including safety zones One lighted baseball field with 350 foot outfield distance.- 3.7 acres including safety zones Shelter and storage for baseball field area One lighted full size soccer field- 96,250 square feet, or 2.2 acres including safety zones Four youth soccer fields, or optional mid-size field- 18,750 square feet each, or 75,000 square feet, or 1.7 acres. Shelter and storage for soccer field area Full size youth football field- 88,000 square feet, or 2 acres. Landscape buffers at park perimeter in key areas. Natural landscape zones for storm water infiltration and mowing reduction Storm water infiltration zones for treating impervious surface runoff- estimated area 1.5 acres, plus naturalized grass swales to be incorporated into final drainage patterns and plans. Entrance drive and signage/landscape feature on Martin Drive Park drive system; approximately 2,600 lineal feet; approximately 1.4 acres of drive. Parking Lots; four with capacity of approximately 365 vehicles- approximately 3 acres of parking.   , and WHEREAS, The Zoning Ordinance states that adequate parking shall be made for recreational uses consistent with the need generated by the facility, subject to Planning Commission approval, and WHEREAS, The City routinely brings forth site plans for Parks or Conservation sites to Planning Commission for review and approval so that PC members may comment or recommend any changes. THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval of an amendment of the Building, Site and Operation Plan for Park Arthur located in NE ¼ of Section 4 (Tax Key Nos. 2173.994, 2173.993, 2173.991.003, & 2173.991.002 / College Avenue and Martin Drive). BE IT FURTHER RESOLVED, That the Plan Commission recommends approval of the Building, Site and Operation and if substantial changes occur on the Park site, the substantial change will have to be brought back to Planning Commission for further approvals.  Substantial changes needing further approval will be under staff determination but usually will include: Any new structure being built so that PC may make sure design standards are followed OR any miscellaneous changes to the site plan that did not receive approval under the originally approved Plan Commission plan (The miscellaneous change should be a change that requires restrictions above and beyond those already approved for the site). BE IT FURTHER RESOLVED, That Parking stalls should be at least 10 feet wide by 20 feet in width to meet City design standards. BE IT FURTHER RESOLVED, Curbing is not found on the proposed parking lots and this is appropriate as it adapts to a recreational use. BE IT FURTHER RESOLVED, Access ways should be at least 24 feet in width where two-way access is found and at least 12 feet in width where one-way access is found to meet City design standards. BE IT FURTHER RESOLVED, The City Forester should approve any proposed landscaping and all planting of landscaping should follow the requirements set forth by the City Forester. BE IT FURTHER RESOLVED, That Trail positioning should be field delineated as determined by the Park Board and Recreation Staff.  Minimal disturbance is recommended when positioning said trails, especially in the forested areas and other environmental areas. BE IT FURTHER RESOLVED, Should the lake tipping area become a nuisance to the surrounding area, measures should be taken to further screen the area by fencing and/or landscaping.  BE IT FURTHER RESOLVED, The Forested area on the site plan is shown as a high management area in the City’s Conservation Plan and this should be added into the City Forester’s Yearly Conservation Plan in order to appropriately manage invasive species.   Plan Commission   Defeated: Deferred:   March 4, 2008, April 1, 2008 Introduced: March 4, 2008 ATTEST: Kellie Renk, Recording Secretary
