PCR2008031 ./PCR2008031_files/filelist.xml RESOLUTION #PC 031-2008 Print BestFit 6 pt 6 pt 0 AMENDED TWICE AMENDED RESOLUTION #P.C.031-2008 APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR RAS DELIVERY SERVICESWAUKESHA COUNTY PARKS AND LAND USE LOCATED IN THE NW ¼ OF SECTION 17 (WEST END OF ENTERPRISE DRIVES83 W20370 JANESVILLE ROAD / TAX KEY NOS. 2226.998, 2226.999, 2225.999.016) WHEREAS, On February 18, 2008 plans were submitted by Waukesha County Parks and Land UseVenture Development for a Building, Site and Operation Plan for RAS Delivery ServicesMuskego County Park located in the NW ¼ of Section 17 (S83 W20370 Janesville Road / Tax Key Nos. 2226.988, 2226.999, 2225.999.01611), and   WHEREAS, The Waukesha County Department of Parks and Land Use are requesting to construct a new 3,466 sq. ft. maintenance/office building and to raze the existing maintenance/office building located on the Muskego County Park grounds in the southwestern part of the site, and   WHEREAS, The area currently consists of a large asphalt pad with a metal pole building, which houses the staff lunchroom, meeting rooms, and general storage, and   WHEREAS, Due to the location of Muskego Park and the continued increase in use, there exists a need to improve the physical facilities for full time and seasonal employees to work in an attractive and functional base of operations, and    WHEREAS, The proposed maintenance building is to be approx. 3,466 square feet with approx. 1,000 square feet of office and support space, 1,000 square feet of heated storage/shop area, and 1,400 square feet of cold storage, and   WHEREAS, Said parcel will be serviced by public sewer and water facilities, and   WHEREAS, The petitioner states that the proposed maintenance building would serve as an improvement to the existing relationship with the neighboring properties as the orientation and site planning is sensitive to the neighbors, including natural vegetative screening, the responsible stormwater treatment, and the remaining of the foot path used by the neighbors to enter the park; further, the aesthetics of the new building and the enclosing of outdoor storage will improve the neighborhood as well, and   WHEREAS, The park grounds are open year round, 7 days per week, sunrise to 10:00 PM and the Park Office is open Mon-Fri from 8:00 am to 4:30 pm with the exception of some holidays and for special programs, and   WHEREAS, The design of the building will consist of standard materials and color schemes used in all Waukesha County Park System facilities including split faced concrete and block with asphalt shingles and stone piers at the entry, and   WHEREAS, Colors include a redwood for the red dogwood twigs along the building walls, brown bark of the old oaks for the beams and trim, gold color of the dried grasses under the eaves, buff color of natural stone for the windows and doors, and a gray color of weathered cedar for the shingles, and   WHEREAS, Parking is illustrated as eleven stalls with eight reserved for staff and three for visitors (one handicap), and   WHEREAS, A photometric plan and lighting specifics have been submitted as part of the BSO and it appears the specs meet the City’s requirements; the lighting for the site includes the following:   1.       1 pole mounted full cutoff LED area light at a 16 foot height 2.       5 soffit mounted LED canopy height lights 3.       2 wall mounted LED wall packsan appliance distribution center and corporate offices for RAS Delivery Services and there will also be an additional office space for rent, and   WHEREAS, Signage consists of a building-identifying arm sign constructed of a cedar pole stained brown with recycled plastic sign face and the sign face will consist of a white universal symbol for a park office and text in a dark evergreen backgroundThe business anticipates 20 employees with hours Monday to Friday from 7 am to 5 pm, an, andd   WHEREAS, A planting plan has been submitted and the City Forester is reviewing the plan and will forward any corrections, additions, and/or comments to the petitioner, and   WHEREAS, New refuse enclosures are found on the western portion of the site and the enclosures are to be surrounded by a cedar board on board fence with a gate, and   WHEREAS, The plans show a firewood bin location and a proposed fueling station location, which may require screening, and   WHEREAS, The plans do not include any building or ground mechanical units (HVAC units, etc.), and   WHEREAS, Stormwater management will not be required for the site by the City ordinances; however, the petitioners are implementing some wetland ponds to aid stormwater runoff; the Stormwater facilities are shown on the plans and are being reviewed by the City’s Engineering consultants.   THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted May 23by Waukesha County Parks and Land Use for the Muskego County Park located in the NW ¼ of Section 17.   BE IT FURTHER RESOLVED, That staff can’t determine if the three public parking stalls must meet the 10’x20’ design guide requirement, but the employee parking stalls are allowed to meet the County’s requirement of 9’x18’, thus and the parking stalls submitted on the building permit plans must demonstrate this requirement.   BE IT FURTHER RESOLVED, That the pole light must be no more than 15 feet in height and that it must have a concrete base of no more than 6 inches as per the City’s Design Guide.   BE IT FURTHER RESOLVED, The planting plan must be approved by the City Forester before building permits are issued.   BE IT FURTHER RESOLVED, That all bollards be painted to match the colors of the principal structure except those protecting the fueling station, which will be painted traditional yellow.   BE IT FURTHER RESOLVED, That all handicap signs be incorporated into bored bollards.   BE IT FURTHER RESOLVED, That the firewood bin be enclosed with the board on board fencing proposed for the refuse enclosure and that the fueling station be enclosed with board on board fencing proposed for the refuse enclosure a chain link fence on the west, south, and east facades, and additional landscaping be included around the fueling station.   BE IT FURTHER RESOLVED, All mechanicals, on the building or on the ground, must be screened and/or incorporated into the design of the site/structure and any screening must be approved by the Planning Department before the mechanicals are installed.   BE IT FURTHER RESOLVED, Stormwater facilities are being reviewed by the City’s Engineering consultants and the petitioner must follow their recommendations before issuance of building permits.   BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspects of this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission.   BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, letter of credit or cashiers check equal to twice the value of said costs must be submitted to the Planning Department.   BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.       Plan Commission City of Muskego   Adopted:  March 4, 2008     March 20, 2007 Defeated: Deferred: Introduced: March 4, 2008 ATTEST: Kellie Renk, Recording Secretary
