COMMON COUNCIIL - CITY OF MUSKEGO
RESOLUTION #129-2:006
RESOLUTION TO ADOPT A PROCEDURE
THAT ALLOWS FOR USE: OF PUBLIC COMMENT
DURING COMMON COUNCIL MEETINGS
WHEREAS, It is the desire of the Common Council to add a regular agenda item for
Common Council meetings entitled "Public Comment" and also adopt a procedure for
use of public comment, in order to allow City residents and City taxpayers, to speak
regarding agenda items.; and
WHEREAS, The City Clerk shall add an agenda item on regular Common Council
meeting agendas entitIE!d, "Public Comm~mt"; and
WHEREAS, The following procedure shalil apply when a City resident or City taxpayer,
wishes to speak under "Public Comment":
1. A public comment registration form shall be completed and submitted to the City
Clerk before the beginning of the Common Council meeting.
2. The Public Comment portion of the mBBting will last up to 30 minutes. Each
speaker will be limited to a maximum oftwo minutes.
3. The speakers will be limited to cornmE!nting on agenda items listed on the
Common Council agenda for the meeting they are attending.
4. There will be rules of conduct enforced during "Public Comment," which will be
included with the registration form and amendHd as needed.
NOW, THEREFORE, BE IT RESOLVED That thl3 Common Council of the City of
Muskego does hereby adopt the aforementioned procedure that allows for use of
"Public Comment."

AIT COMMON COUNCIL MEETINGS
The City of Muskego protocol for public comment, public hearings and public
information meetings is one of respect for the process and for others. While the City
encourages healthy discussion, applauding, cheHring or negative outbursts stifle the
democratic process. We request that all participants be treated with respect and be
given fair and equal opportunity to the process. We ask that you assist your neighbors
in maintaining a professional decorum. PublilG Comment item on Council agendas is
provided for City residel1ts, and taxpayers, only.
In order to insure that everyone will have an equal opportunity to speak, the
following rules will apply:
1. Please make your comments as concise as possible. In the case of "Public
Comment", each speaker shall be limitHd 11:0 a maximum of two minutes and the
public comment portion of Common Coun:il meetings shall last up to 30 minutes.
The above notea' times do not pertain to public hearings or public informational
meetings.
2. For public comment at Council mel3tings, you must first register with the City
Clerk in writing using the attached form. For participation in public hearings and
public informatiol1 meetings, please si!~n in on the "Guest Sign In" sheet.
3. If your discussion topic is the subject of a public hearing on the agenda, please
speak during that portion of the meetinn. Public comments are made when the
Public Comment item comes up on the agenda.
4. If a previous speaker addressed your comment, please state that the prior
comment reflects your intent and pleasl3 do not restate the comment.
