RESOLUTION CONFIRMING THE SELECTION OF
CITY ADMINISTRATOR
FOR THE CITY OF MUSKEGO
WHEREAS, Jennifer M. Sheiffer has been selected to fill the position of City
Administrator by the Committee members appointed by the Mayor for this purpose with
the Mayor's concurrence; and
WHEREAS, The Common Council is required to approve such appointment; and
WHEREAS, The terms and conditions of employment are outlined in the attached City
Administrator Employment Agreement.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego does hereby confirm the selection of Jennifer M. Sheiffer to fill the position of
City Administrator, effective October 3, 2005, contingent upon a successful background
check and pursuant to the terms and conditions of the attached Agreement.

CITY ADMINISTRATOR EMPLOYMENT AGREEMENT
THIS AGREEMENT, made and entered into this

and between the Common Council of the City of Muskego, Wisconsin, hereinafter
referred to as "City", and Jennifer M. Sheiffer, 3603 Briar Crest Drive, Janesville, WI.
53546, hereinafter referred to as "City Administrator". The City Administrator for the
City of Muskego is an "at will employee".
1. Employment
Subject to the provisions ofthe Personnel Code and Policy Handbook and
provisions herein contained, the Common Council of the City hereby employs
Jennifer M. Sheiffer as City Administrator for the City of Muskego, in accordance
with the attached job description.
2. Date of Hire
The date of hire shall be established as October 3,2005.
3. Term and Review
The term ofthis agreement for purposes of benefits and salary will be for two
years.
. The Mayor and Common Council agree to participate in team building and/or
goal setting sessions with the City Administrator at least once a year for the
purposes of providing general direction for the City Administrator. At such time,
the Mayor, Council and City Administrator shall define such goals and
performance objectives which they determine necessary for the proper operation
of the City. The goals and objectives and their relative priority shall be reduced to
writing.
The review shall also include, but not by way of limitation, examination and
evaluation of the performance of City Administrator and of the compensation and
benefits paid by the City to the City Administrator.
4. Salary
The City shall pay the City Administrator as compensation for her services as
City Administrator, an annual salarý of Eighty-Two Thousand ($82,000) Dollars,
effective on October 3,2005, and Eighty-Four Thousand ($84,000) effective on
October 3, 2006, paid on a bi-weekly basis, in the manner in which salaries are
paid to other managerial employees of the City.

5. Benefits
The City Administrator shall be entitled to all fringe benefits such as insurances,
pension and holidays currently provided to the City's Nonrepresented employees,
and such additional fringe benefits, if any, as the City may grant from time to
time, to Nonrepresented employees. The City Administrator shall pay health
insurance premiums co-payments and other co-payments under the same terms as
all full-time Nonrepresented employees.

Vacation
The City Administrator shall be entitled to fifteen work days vacation the
first year and eighteen work days the second year.
Sick Leave
The City Administrator shall accrue sick days at the rate of 10 hours per
month. Accumulation of sick leave and payment of sick leave upon
termination shall be subject to the policy in the Nonrepresented Personnel
Code.
6. Dues, Subscriptions and Conferences
The City agrees to budget and pay for professional dues and subscriptions of the
City Administrator for her continuation and participation with national, regional,
state and local associations and organizations deemed necessary and desirable for
her continued professional participation, growth and advancement, and for the
good of the City. The City Administrator shall inform the Common Council, as
part ofthe annual budget process, of professional seminars, conferences and
meetings which, in her judgment would be of greatest benefit to the City and to
her in the discharge of her employment; and the City agrees to give due
consideration to such request.
. 7. Car Allowance
The City shall reimburse the City Administrator for mileage to and from outside
professional organization meetings at the adopted IRS mileage rate, currently
$.405 per mile.
8. Termination of Employment
The parties agree that the City Administrator may terminate this agreement by
giving the City a minimum ofTorty-five (45) days written notice prior to the City
Administrator's final day of employment. The City Administrator's final day of
employment shall be defined as the last day of actual work in service to the City.
Because this employee is an "at will employee", the City Administrator may be
discharged or terminated at any time without reason and without cause by a
majority vote of the Council. Such discharge or termination would result in
severance compensation consisting of forty- five (45) days salary.

Purpose of Position - Declaration:
Whereas, Article XI, Section 3 of the Wisconsin Constitution provides municipalities with home rule
powers, and the right to determine their local affairs and government; and Whereas, Wisconsin Statutes
Sec. 62.04 has granted to cities the largest measure of self-government compatible with the Constitution
and general laws and further provides that the exercise of rights and powers of a City shall be liberally
construed in favor of the City so as to promote the general welfare of peace, good order and prosperity of
the inhabitants; and Whereas, Wisconsin Statutes Sec. 62.11 (5) vests the management of the City in its
Common Council which constitutes its Mayor and Alderpersons; and Whereas, it is deemed by the
Common Council to be in the best interest of the management of the City to utilize the services of a
professionally trained, qualified City Administrator to provide the Common Council with counsel and advice
and management skills so as to foster the most effective and efficient management of the City's
governmental operations and finances; and Whereas, a City Administrator should work closely with, be
responsive to, and have the confidence of the Common Council. Now, therefore, it is the declared
purpose of this subsection to make clear the intent of the Common Council that the position of the City
Administrator is in accordance with the authority of the City's home rule powers and is deemed to be a
matter of purely local concern.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or
all-inclusive. Other duties may be required and assigned.
Human Resources/Personnel
Assist the Mayor and Common Council through counsel, advice and management skills so as to foster the
most effective and efficient management of the day-to-day operation of City's government and its
finances.
Assist the Mayor and Common Council in planning by setting goals and objectives and implementing
programs to achieve them.
Work closely with the Mayor and be responsive to and have the confidence of the Common Council.
Attend all official and committee meetings of the Common Council, unless otherwise excluded; assist the
Mayor and City Clerk in the preparation of Council agendas; and ensures that a summarized statement of
income and expenditures of the City is made available to the Mayor and Common Council make this
report available for public inspection on a monthly basis via the City of Muskego's website as a pdf.
Carry out directives of the Mayor or Common Council that require administrative implementation.

Establish administrative procedures to increase the effectiveness and efficiency of City government
according to our current policies and practices in local government consistent with the directives of the
Mayor or Common Council.
Direct, 'coordinate, and expedite the activities of all City departments except where such authority is vested
by State law in officers, boards and/or commissions; to achieve the most economical, efficient operation of
such departments and their programs.
Serve as Human Resources Director for the City. Develop and administer personnel policies and
procedures, labor contracts, and coordinates in the collective bargaining process.
Monitor the effectiveness of municipal programs and make recommendations to the Mayor and Common
Council.
Direct and control, through appropriate organizational channels, the efficient performance of all City
employees; conduct screening and selection processes, submit recommendations to the Mayor and
Common Council for new employees.
Work closely with department heads to assure that they and other City employees receive adequate
opportunities for training and professional development within budget allowances to improve their
knowledge and skills; act as the approving authority for all requests by City employees to attend
conferences, meetings, training schools, etc., pertaining to their employment.
Financial
Develop budgeting procedures and supervise the preparation of the annual operating city, utility, and
capital improvements budget; coordinate financial and economic data for the City's long range financial
plans.
Collect and utilize up-to-date information regarding the availability of Federal, State, County and private
funds for local programs, and assist department managers and the Common Council in obtaining funds
and grants. Suggest and monitor debt management according to State and Federal regulations.
Develop and implement standardized purchasing policies and procedures for the City; supervise the
purchasing of all supplies, materials and equipment.
Manage investment portfolios. Research and analyze investment opportunities. Research and make the
City aware of TIF regulations.
Public Relations/Communications
Submit, when necessary, recommendations and suggestions for improving the health, safety or welfare of
the residents of the City and coordinate a system Of communications among and with the Mayor, Common
Council, and the general public; establish procedures for the facilitation of communication between
citizens and the City to assure that complaints, grievances, recommendations and other matters receive
the prompt attention of responsible officials and are expeditiously resolved; oversee the production of a
quarterly newsletter and other appropriate communications to keep the citizens of the City informed.
The City Administrator acts in the capacity of public relations officer for the City, as necessary, as
authorized by the Mayor or Common Council.
Provide an Administrator's Report (Status of the City) at regular or special Common Council meetings.

Review proposed and pending county, state and federal legislation and report their impact to the Mayor
and Common Council; appear on the City's behalf at all legislative and administrative hearings as directed
by the Mayor or the Common Council.
Performs related work as required
Education and/or Experience:
Bachelor's degree in Public Administration; Master's degree in Public Administration or closely related field
is preferred. The person will have a minimum of five (5) years experience in local government
administrative experience; expertise in budgetinglfinance, human resources, strategic planning, and
general municipal operations; personal computer skills; strong interpersonal skills and commitment to
team management and citizen participation/service.
Certified Municipal Clerk status desirable.
Have a valid Driver's License and ability to operate an automobile.
Office practice/secretarial science and money handling experience required.
Employment Status:
The position of City Administrator is full-time.
Communication:
Must be an excellent communicator both written and verbally.
Mathematical Skills:
Ability to apply concepts of accounting and budgeting.
Strategic Planning:
Familiarity with strategic planning practices of local government leading to activities and policy
development that anticipates future opportunities, issues and concerns, providing long-range sense of
direction for the City.
Municipal Management/Operation:
Thorough knowledge of the principles and practices of municipal management; the overall methods and
operations of a variety of municipal programs, laws, statutes, and ordinances under which municipal
